As per the figures of Swedish think tank
Stockholm International and Peace Research Institute (SIPRI),
between 2009 and 2018,
Azerbaijan spent about $24 billion on defence.
On the other hand,
Armenia spent a little more than $4 billion during the same period.
However, in terms of the share of government spending,
Armenia spends much more.

In 2018, in terms of government spending,
Armenia spent 21 per cent towards the military
even as one-fourth of its population lives in poverty.
Azerbaijan, supported by its oil revenue, spent about 11 per cent.

Another smart thing that Azerbaijan did was diversify,
not just in terms of equipment but also source.
Armenia focused on buying the big toys from Russia,
which also supplies to Azerbaijan.
But then, Azerbaijan was intelligent enough
to diversify its procurement
and depended on Turkey and an odd vendor – Israel.

The message on the wall is very clear.
It is not about spending big,
but spending smart within what your pocket allows.

Russians wont go without a war.

Only way to kick them out is by force. We all know why they sent their peacekeepers to keep their hold of the Caucasus also to show who is the boss here.

Russian intervention basically saved the Armenians from military annilation.

The thing Russia is giving gas for the Armenians to restart it and the Armenians are asking for it.

This is what I like about the Azeri's army. They don't sit on their laurel after winning a major war and are preparing to fight in the next one. Compared that to the Armenian that let their armed forces decayed through years of corruption and neglect.

There's only so much you can do for your Armed Forces with a population of under 3 million and a 13 billion $ economy.

Not to mention how they pissed off everybody like Turkey, Georgia and Azerbaijan while having territorial claims on them.

Azerbaijanis for decades were getting ready to get their lands back but also get revenge. Azerbaijan was not going to take their defeat graciously they wanted payback.

Armenians with their diaspora thought they could achieve their mission of greater armenia look how their dreams collapsed. Even today they still have not learnt anything and are inching for another fight.

Just keep the officer corps competent and only buy key weapon systems specifically design to counter their potential adversary (Like the Azeri drones). Any competent government would have gone on a defense spending spree after the Armenian lost the 2016 border skirmish. That and not using soviet tactics to fight in a modern war. Again this what I like about the Azeri they pretty much makes the Russian Caucasus exercise a complete waste of time and resources.

Point is you don't have to be rich to have an effective armed forces.
