UAE Procures LPD From Indonesian Shipbuilder PT PAL​

The UAE signed a contract worth 1.5 billion AED (equivalent to $408 million USD) with Indonesian shipbuilder PT PAL for the procurement of a 163-meter multi-mission vessel, specifically a Landing Platform Dock (LPD).​

The LPD deal was announced on the first day of IDEX/NAVDEX 2023 with a press release issued by the IDEX team.

At NAVDEX 2023, PT PAL showcased a scale model of the LPD, which is slightly larger than Makassar-class LPDs. PT PAL’s booth was visited by Naval News during the exhibition, but company officials declined to comment on the deal.

According to Harry Lye from Shephard Media, the LPD will be built in Surabaya, with construction to start this year, and the deal includes UAE content, specifically in the form of Abu Dhabi Ship Building (ADSB) RHIBs and Interceptors that will operate from the platform.

The signing of the contract for the LPD was not unexpected, as the UAE’s interest in this vessel is not new. With a plan to improve its force projection capabilities, the UAE Navy has sent out a team to inspect the Indonesian Navy’s Makassar-class LPD, KRI Banda Aceh (593) back in April 2022. According to an Indonesian Navy Instagram post, the UAE Navy team consisted of operations officers, engineers, and medical personnel who experienced the ship’s operational capabilities onboard.

Three months later, Indonesia and the UAE signed a memorandum of understanding (MoU) that outlined the two countries’ economic partnership, including a Landing Platform Dock (LPD) Purchase Contract between PT PAL Indonesia and the UAE Navy.

The 163-meter multipurpose support vessel will have a width of 24 meters and a displacement of 13.000 tons. She will have a hybrid propulsion system consisting of 2x7280kW engines, that would be able to provide a 20 knots of maximum speed. The new LPD will have an endurance of 30 days at sea and her range will exceed 10.000 nautical miles.

The capabilities of the new LPD;
  • 1×15 tons capable cargo crane
  • 1×18 tons of vehicle lift
  • A well deck capable to house 2 LCUs
  • 2 RHIBs (35 knots)
  • 2 Interceptors (55 knots)
  • 500 troops
  • 16xPT-91 tanks
  • 6xAV-8 MPAVs
  • 1 mobile ambulance

The new LPD will be capable to carry 3xEC 725 helicopters on deck and 2xEX 725 helicopters at hangar. UAVs with ground facilities will also be deployed onboard the new vessel.

The main gun of the LPD will be either a 76 mm or 57 mm gun. Other weaponry will consist of a 40 mm gun and 4×12.7 mm RWSs, or 2x35mm close-in weapon systems, and 4×12.7 mm guns.

In addition to her amphibious capabilities, the new LPD will be capable to undertake humanitarian aid missions, disaster relief and mass evacuation operations, naval sealift operations, logistic support, and command and control of the fleet.

Well its the norm that first time exports model are better than local ones.
Our JangBogo are better than ROKN operated variant.

Err, PT PAL first time export of LPD is to Philippines and their version is basically same with our Navy ones...bareback naked version

Well its the norm that first time exports model are better than local ones.
Our JangBogo are better than ROKN operated variant.
The Philippines version is not much different from ours, I could say that UAE version are the best among similar class (makassar class) and its derivative from: Indonesia, Philippines, Peru, Myanmar. Bigger and faster 20 knots max speed mantap.

They will only buy 1?
What about LST, "katanya" they interested with our LST.

Yeah true...

The Philippines version is not much different from ours, I could say that UAE version are the best among similar class (makassar class) and its derivative from: Indonesia, Philippines, Peru, Myanmar. Bigger and faster 20 knots max speed mantap.

163M, 13000 tons with significant electronic gadgets and aviation facilities. The closest thing I can think is the Rotterdam. At least we know that 3 medium sized helo the size of Cougar could fit on the flight deck.

But.... ours is the more suitable for us, even without main gun and I suspect no defense mechanism (chaft, jammer etc) its good enough.
I prefer quantity rather than this expensive variant.

I prefer quantity rather than this expensive variant.
Because for us the LPDs and LST are just a means to transport men and material and we have like dozens of those. For the UAE I understand they want the best possible equipment for a single ship.

I hope they already got all the babcock blueprint
I don't know what is your understanding with blueprints with ships, but for licensed constructions the blueprints are never given as whole.

It is only the production drawings (nestings) that shows steel cutting schemes and block drafts that are given. And not even as whole, usually the provider set's up a new computer and allows drafts to be accessed remotely, then either printing images directly or providing CNC files for cutting.

And as per i know, Babcock has not commenced these procedures yet but i don't know the reason. Could be that payment has not took place for the license(s) or PAL has not been able to fulfill the technical requirements (equipments, personnel, payment for personnel that is hired by Babcock to oversee the procedures etc.). And don't ask me if so, then what was that sketchy ceremony about.

What happened with these:
(Jakarta, 10 Februari 2022) Dalam upaya memperkuat pertahanan maritim Indonesia, PT PAL Indonesia dan Naval Group sepakat menandatangani MoU (Memorandum of Understanding) kerjasama strategis pada hari ini Kamis, 10 Februari 2022 di kantor Kementerian Pertahanan Republik Indonesia. Acara tersebut dihadiri langsung oleh Menteri Pertahanan RI Bapak Prabowo Subianto, CEO dan jajaran BoD PAL, Menteri Pertahanan Prancis Florence Parly, CEO Naval Group, beserta jajaran pemangku kepentingan lain.

Sebagai bentuk pemenuhan kebutuhan armada pertahanan matra laut, PAL dipercaya oleh Kementerian Pertahanan RI untuk melakukan research and development (R&D) dan pembangunan beberapa unit kapal selam jenis scorpene. Setelah penandatanganan MoU yang disaksikan langsung oleh Menteri Pertahanan RI Bapak Prabowo Subianto dan Florence Parly Menteri Pertahanan Prancis, Bapak Kaharuddin Djenod selaku CEO PAL menyampaikan bahwa ”merupakan sejarah yang penting bagi dua negara. Pemerintah Prancis begitu serius memberi dukungan peningkatan kemampuan pembangunan alutsista pada Indonesia. Dan kami PT PAL bangga menjadi salah satu bagian penting dari momen bersejarah ini” terangnya.

Sesuai dengan Perpres no.16 Tahun 2017 tentang Kebijakan Kelautan Indonesia, dalam upaya mewujudkan Indonesia menjadi poros maritim dunia, Indonesia harus menjadi negara maritim yang berdaulat, maju, mandiri, kuat, serta mampu memberikan kontribusi positif bagi keamanan dan perdamaian dunia. Dalam hal ini, PAL sebagai industri pertahanan maritim yang strategis, mendukung terwujudnya cita-cita tersebut melalui penguasaan teknologi pertahanan maritim.

“Penandatanganan MoU kerjasama bidang research and development tentang kapal selam antara PAL dan Naval Group, yang akan mengarah pada pembelian dua unit kapal selam scorpene dengan teknologi AIP dan lengkap dengan persenjataannya” tutur Bapak Prabowo Subianto selaku Menteri Pertahanan RI dalam kesempatan tersebut.

Sebagai bentuk implementasi penguasaan teknologi, keseluruhan pembangunan kapal selam jenis Scorpene ini dilaksanakan di PAL dan mengoptimalkan kapabilitas SDM PAL dengan asistensi dari Naval Group. Selain itu, kerjasama antara PAL dan Naval Group merupakan bentuk realisasi program modernisasi alutsista yang dilakukan Kementerian Pertahanan RI dalam upaya memperkuat kemampuan pertahanan TNI, hingga 20 tahun ke depan melalui pemenuhan armada pertahanan khususnya Angkatan Laut (AL).

“Kami menyambut baik pernyataan Menhan RI untuk melakukan kerjasama di bidang kapal selam antara PT PAL dan Naval Group. Kami telah menandatangani nota kesepahaman untuk tujuan tersebut dan berharap dapat bekerja sama dalam program kapal selam untuk memenuhi kebutuhan Angkatan Laut Indonesia, serta untuk memperkuat industri pertahanan matra laut di Indonesia melalui PAL” tutur Pierre Eric Pommellet CEO Naval Group.

Pada kesempatan tersebut, Bapak Rariya Budi Harta selaku Sekretaris Perusahaan PAL menyampaikan “Dengan terjalinnya kerjasama Indonesia Prancis melalui pembangunan kapal selam jenis scorpene di PT PAL Indonesia, menunjukkan komitmen pemerintah dalam pemenuhan update teknologi pada alutsistanya; baik penguasaan rancang bangun kapal serta peningkatan kapabilitas SDM melalui program ToT, dimana peran BUMN Industri pertahanan khususnya matra laut sebagai industri dalam negeri yang mendukung kemandirian Industri pertahanan Nasional” pungkasnya.

Hope PT PAL keep their customer satisfied, especially the Philippines Navy, their contract for second batch of LPD already signed last year, and the first ship delivery will be on 2024, but till now I didn't heard any news about 1st LPD have been constructed or keel laying, is there anybody here know the latest progress on this LPD? Pinoy military forum already worried about PAL ability to finish the ship on schedule
