in my view, they don't need to grab land. they just need to cut off the head of our political and military establishment and then each region will devolve into anarchy until some strong warlord come out as the effective leader. PRC would just need to make deal with warlord of the area that they are interested in
Even to achieve that you have to invest some boots on the ground . And without a tangible hardware support nobody were eager to be the mainland's pawn and left to dry afterward ...

those boots does not have to forcefully grab the land though. again it is just a matter of providing sufficient sum of support to those warlords.
considering the cuan cuan club mentality of both civilian and military apparatus, I would wager that those in the regencies or even provinces outside java will change allegiance within seconds of central authority losing said authority

That effort requires a substantial efforts and money to subsitute a certain number of agent/boots in the targetting fields
