Can't really say. I think it was just the old world charm that draws people. I think many ICF outlets have shut down. There is a pretender by the name India Coffee House (no 'n'). Many people confuse it with the original ICF

I used to work in Mumbai that time. In fact my office was walking distance from CST station, but that day I was visiting one of our branch offices in Navi Mumbai. I will never forget those days.
