I don't know if the picture is a stock image or an image from the delivery but it is the job of the customer to equip the drone with the payload they need. Our navy do not tend to share much information about their equipment. Anyway, I'm sure that the navy have some payload to put on the drone.

I don't think it is full throttle, look at the RPM. It seem relatively typical for a internal combustion engine at cruise speed. However, they may not be able to go full throttle since that might only be available at sea-level with thicker atmosphere.
