African Union: Algeria reveals Morocco's Manipulations

Amar Belani unveiled and denounced this Wednesday, February 2, the actions and maneuvers of Morocco to prevent an African Union monitoring mission from going to Western Sahara.

The Special Envoy in charge of the Western Sahara and Maghreb countries file at the Algerian Ministry of Foreign Affairs was speaking during the examination by the Executive Council of the report of the African Commission on Human and Peoples' Rights.

The representative of Algeria said that the human rights situation in the occupied territories of Western Sahara is “very worrying. "It was particularly aggravated following the brutal breaking of the ceasefire, on November 13, 2020, by the Moroccan occupying power which savagely repressed Sahrawi demonstrators who were exercising their most basic right to freedom of expression and peaceful demonstration and militarily occupied the demilitarized zone of Guerguerat, in flagrant violation of the military agreements signed by the two parties to the conflict and endorsed by the Security Council,” he explained.

Continuing his intervention, Amar Belani recalled that the Executive Council, "during its 20th session expressly requested the African Commission on Human and Peoples' Rights (ACHPR) to conduct a mission to Western Sahara in order to assess the situation of human rights and to make recommendations in this regard (decision 775). But nothing was done. "Since then, the Executive Council has not ceased to reiterate its pressing request, but unfortunately this mission could not go to the occupied Sahrawi territories", deplored Amar Belani who pointed the finger at Morocco for being at the origin of this blockage.

The Algerian ambassador added that "unlike Morocco, which persists in refusing access to the ACHPR because it certainly has things to hide, Algeria has always fully cooperated with all regional and organizations which have carried out missions on several occasions in the Sahrawi refugee camps in Tindouf, in particular the ACHPR and the African Union Commission. »

Amar Belani added that "paradoxically, the activity report of the ACHPR which is subject to debate, does not take into account the blocking of this mission by the Moroccan authorities" "This constitutes a serious precedent that we strongly denounce", a- he denounced.

“Selective, partial and biased reading”

For Amar Belani, the "ill-advised" attempts to misuse" decision 693 of the conference of heads of state and government of the AU to "miss the essential question of human rights which is indisputably of the ACHPR's mandate under the African Charter, are clumsy, irrelevant and ineffective. »

“These same attempts, orchestrated by Morocco and some of its allies, cannot in any way call into question the decision of the 14th Extraordinary Summit on “silencing the guns”, paragraph 15 of which calls “to highlight the critical situation of human rights in the occupied territories", recalled the Algerian ambassador.

Amar Belani denounces that "this same decision 693 is the subject of a selective, partial and biased reading" and asks the chairman of the commission to "engage in consultations for the reactivation of the African Union office in Laayoune with Minurso”.

"In view of the above, Algeria strongly deplores all these manipulations and urges the ACHPR to faithfully report on the human rights situation in our continent, including in Western Sahara", asked Amar Belani.

Algeria also asks the Executive Council and the ACHPR to "take their responsibilities for the realization of the fact-finding mission in the occupied Saharawi territories", he concluded.
