Azerbaijan can purchase Western weapons from some European states, Spain, Italy and pretty much all Eastern European states do sell to Azerbaijan, its the countries such as US, Germany and France mainly have restrictions on Azerbaijan.

Footage of the Azerbaijani army's exercises using Russian-made T-90S tanks. Deliveries of T-90S to Azerbaijan began in 2013, and Azerbaijan currently has 93 tanks. The tanks are equipped with air conditioners, early-model self-entrenching knives, and Shtora-1 optical-electronic suppression systems, which we previously covered. According to the exercise plan, the tanks were put on alert and withdrawn from their permanent deployment points to concentration areas. The tank units completed the tasks of approaching the enemy and destroying enemy targets on the move and on the spot.
