Initially it would be better if we start with the name of the project, DAKKES: It refers to Denizaltı - (Öz) Akustik Kestirim (Submarine (self) noise prediction) Thus project primarily focuses on evaluation of the noise radiated from an underwater platform mimicking a submarine,and later development of a system to enable platform itself to predict the self noise with on-board sensors. Often spelled as DAKIS(unofficially), DÖAKAIS (officially)

In full the project has been referred as Denizaltılarda Öz Akustik Kestirim ve Akustik İzleme unitesi prototip geliştirme projesi (thus the - I - part of the project is revealed), (Submarine self noise prediction and acoustic tracking unit prototype development project)
The project budged has been reported to be in excess of € 2 million.

The project was managed by ITU NOVA TTO (Teknoloji Transfer Ofisi -Technology Transfer Office) established in several universities to govern industry supported project and provide assistance in project management and transfer of the technology from university to the industry.

An interview with Dean of the ITU Naval Architecture Facultry regarding to the DAKIS project:

The project has commenced in early 2016, following negotiations between BAU -ITU -ADIK (Anadolu shipyard)-SSB , observed and guided by SSB, funded by ADIK's share in research and development fund of SSB, composed of following steps:
-Design and qualification of an unmanned/remote controlled underwater test vehicle (Insansız SuAltı Test Aracı)
-Design and qualification of self* noise prediction system (BAU)
-Manufacturing the platform and installation of sub systems, sensors, on-board computer, communication antenna, accessible hatches, batteries. (Gürdesan as subcontractor for the steel construction) (ITU -Gürdesan)
-Development of a software suite to predict radiated noise of a submarine platform, to be used in development stage. (ITU)
-Measurement of the radiated noise in variable conditions (KOCSIS)

Capabilities of ISATAR:
Maximum speed: 2 m/s
Maximum operation duration: in excess of 4 hours
Maximum depth: Top Secret :) (20 meters)
Dimensions: 5.5 meters length, 0.5 meters radius.

The platform has 4 hatches to easily access modular units placed inside, as well as several measurement instruments (speed-gyro-acceleration-depth), battery management boards, communication unit (through a local Wifi or 4g infastructure). Platform is capable of diving at certain depth by command, able to self-right, surface on its-own and follow a path when it is underwater through INS)

Unlike stated by media and individuals, the platform has not been developed for hunting submarines, attacking surface assets actually even not as a Combat ROV. it doesn't have any capabilities or not designed according to military standards. The platform neither has a contribution to the ROV or UUV/AUV technology but itself can be defined as partially unmanned, partially remote operated underwater platform (at certain condition it relies on operator input) so that the required tests can be conducted.
