I'm confused, if it's a live power line then why the hell was the police officer trying to grab the guy and drag him to the ground? And how the hell did he not electrocute both of them in the process after his feet touched ground while holding the guy's legs?
The wires leading to houses are usually low voltage insulated wires.

Step down transformer on the hydropole takes most of the juice away. The hydrowire tends to be 4 - 40 kV iirc.

That is stepped down all way to 240 V (and use half phase option for 120 V as well here in North America).

Most of rest of world just keep the 240 V as is.

Either way its a huge final step down.

Thick insulation does the rest as @xenon5434 points out....you have very little chance to get electrocuted.

Yup, you can see those wires dangling down from poles in Thailand, sometimes as low as for me to be able to reach them, ofcourse they are usually insulated but the craftsmanship is so bad that the chances of a bad insulation through wear is quite high.
Adding to that, on rainy days you can hear a buzzing noises and small sparks from high woltage wires on the higher sections of the poles.
Lets just say an electrician doing such a job in switzerland would be jailed. :ROFLMAO:

Here are two pics that i took in rawai beach in phuket. Notice the wildlife barrier on the poles below the high woltage wires.

Yah in India, monkeys use the insulated final wires as a road network for themselves (easily get to houses to steal stuff or to patrol an area for whatever)....

However if they are young/careless (old ones generally know better to avoid the bad box) they get zapped on the transformer input wire. Thats instant death more or less.

Frayed wires also do it from time to time for them.

what did this dude say that it made him a meme ?

Either he is from a top secret intelligence/police unit or his relative is from such a unit. The problem is that people watch to much movies nowadays and lose touch with reality :D Nowadays everyone is a member of the "Teskilat" (MIT).
