Ghost town? Kazakh herdsmen get free government houses in Xinjiang

Kazakhs herdsmenget get free government houses in Xinjiang. This new neighbor was built by the government and given to local Kazakhs. China only moves in the people after finishing everything thing and all the supporting facilities in a new settlement. Local Kazakhs herdsmen drive to the community center of this new neighorhood built by the government for them for free and finalise some paper work . Kazakhs are traditionally herdsmen and they live in the mountains and pasture lands very far from any settlements, luckily now the road systems in Xinjiang are very developed and herders now all have cars, so they can drive to this new settlement easily from their animals in the mountains. the exact apartment for each household is done by drawing and then they can move in.
