DND to acquire 2 landing docks for PH Navy​

MANILA -- The Department of National Defense (DND), through the Revised Armed Forces Modernization Program, is allocating the sum of PHP5.56 billion for the acquisition of two brand-new landing docks for the Philippine Navy (PN).
The contract includes four landing craft utility and four units of rigid hull inflatable boats with integrated logistic supports. Winning bidders must be able to deliver the military vessels within 1,095 days.
A landing dock is an amphibious warfare ship with a well deck for transport and landing craft and amphibious vehicles.
In the PN, this function is carried out by the two Tarlac-class strategic sealift vessels which were acquired from Indonesian shipbuilder PT PAL PERSERO in 2016 and 2017.
The invitation to bid bulletin, posted at the DND website, also said that the landing docks must have a minimum gross capacity of 7,000 tons.
Also, the PN requires tie-up with local companies or shipyards so that a minimum of one landing dock can be constructed in the Philippines.
The bid opening is slated for July 4, 10 a.m. at the DND Bids and Awards Committee Conference Room, Basement, DND Building, Camp Aguinaldo, Quezon City.
"The HOPE (Head Of Procuring Entity) reserves the right to reject any bids and all bids, declare a failure of bidding, or not award the contract in accordance with Section 41 of 9184 (Government Procurement Reform Act) and its IRR (Implementing Rules and Regulations) without thereby incurring any liability to the affected bidder or bidders. Further, the HOPE reserves the right, if funds and allotments for said program/project/activity/have been withheld or reduced through no fault of its own," DND Bids and Awards Committee 1 chair Assistant Secretary Manuel Felino V. Further progress has been made in the process and it seems that some requirements has been lowered to create more competition.

Project summary back in 2019:

- 2 units Strategic Sealift Vessel (SSV)
- 4 units Landing Craft Utility (LCU, 2 units for each SSV)
- 4 units Rigid Hull Inflatiable Boats (RHIB, 2 units for each SSV)
- Integrated Logistics Support Package.
- Minimum Gross Capacity 7.000 tons (though this should have been lowered to aprox. 5.000 tons in 2021 perhaps after the failed bid in dec 2020).

Opening Bidding

For the Landing Docks Acquisition Project which conducted the Bid Submission and Opening last 26 November 2019, the lowest bidder was local shipbuilder Megaship Builders Inc., which is joint-ventured to a Malaysian shipbuilder, Sing Kiong Hong Dockyards Sdn Bhd.

The problem is, Megaship Builders or even its joint venture partner Sing Kiong Hong Dockyards has never built a Landing Platform Dock-type ship before. Both companies appear to have no experience either in installing, integrating and supporting military equipment and subsystems.

But they were able to join the bidding because the Philippine Navy's TWG simply required bidders to have experience in building ships of around 7,000 tons or higher displacement, without specifying on the type of ship they built before.

In short, it is the Philippine Navy's fault that such was able to join and even become the lowest bidder for the project due to their vague and incomplete details on the technical specifications and requirements.

Post Bidding

While Megaship Builders Inc. - Sing Kiong Hong Dockyards JV was the lowest bidder for the Landing Docks Acquisition Project of the Philippine Navy, it appears that they might have hit a wall during the Post Qualification Inspection (PQI) stage which was conducted this month.

And based on information MaxDefense received after posting the news on Megaship Builders - Sing Kiong Hong Dockyards JV being the lowest bidder for the project, it appears that they failed the Post Qualification Inspection (PQI) due to financial and technical reasons, which may have included their lack of experience in building an LPD-like vessel or military transport vessels of similar size and design.

If the joint venture was Post-Disqualified, it means that the second lowest bidder will be given the chance to steal the show. And in this case, the second lowest bidder is Indonesian state-owned shipbuilder PT PAL (Persero), which was the builder of the Tarlac-class LPD already in use with the Philippine Navy.

It now remains to be seen if PT PAL will be able to pass the Post Qualification Inspection to be conducted by the DND-Bids and Awards Committee (DND-BAC) and Philippine Navy Technical Working Group (TWG).

PT PAL previously passed the PQI for the Strategic Sealift Vessel (SSV) Acquisition Project, which means PT PAL has experience in how PQIs are done, and how to pass it.

Should PT PAL pass the PQI, it would become the basis for the release of Notice of Award (NOA), which in turn will lead to PT PAL receiving the contract for the project.

A win by PT PAL is also advantageous to the Philippine Navy, as both parties already had previous working experience in building similar ships, and PT PAL's offered design is actually an improved version of the Tarlac-class. This means the retention of design which will make commonality and logistics support simpler and more efficient, compared to having a different LPD design from the existing ones the Philippine Navy already operates.

MaxDefense just hopes that the Philippine Navy would be able to improve further on the ship's design, considering they failed to include improvements on helicopter deck capacity to allow future helicopters of the Philippine Air Force, which may include medium and heavy lift helicopters like the Russian Mi-17 Hip and American CH-47 Chinook helicopters.

Here is images from video posted by PT PAL of what it could be offering to the Philippine Navy. Take note that items not included in the technical requirements will not be delivered by the winning shipbuilder, including the 76mm Super Rapid main gun, CIWS, etc.

Navantia Cantabria offers a low cost to Norway


Navantia needs to increase its business, currently based in the maintenance of Navy ships and the construction of two amphibious ships similar to Juan Carlos I to Australia, the first of which was delivered in October 2012. A low workload for its three shipyards that is taking to strengthen its commercial activities, supported by the Ministry of Defence.

While waiting for Turkey to make known, expected in January, which company will participate in the construction of their new amphibious ship, for which Navantia is one of the favorites, the shipping company has sent its proposal to the Norwegian Navy for construction of a logistical support vessel, low budget, similar in concept to Spanish Cantabria.

Elaborate a proposal to win this contest has remained unsuccessful in the first round, since none of the 13 yards that presented their projects met the ceiling Norwegian government budget, set at 150 million euros. The reason is that technical requirements are such that their manufacturing cost that was unfeasible.

In the new Specification, Norway has slashed the baseline characteristics of the vessel which has allowed to submit a proposal Navantia very tailored to the needs of their navy, according to Athena explained company sources.

A country like Philippines may have economic challenges, but considering the potential it's worth noting that Austal has established themselves in Philippines (philippines.austal.com), which brings them closer to government officials and thus higher chances of getting contracts.

I wonder if similar strategy would work for Turkey, especially considering how many shipyards we have and I bet we'd love to get as many contracts as possible.

It was rumored ASFAT going to make an offer, probably in collaboration with TAIS?
@AlphaMike @Madokafc @FPXAllen Wasn't this tender granted to PT PAL and awaiting for the final review?
Apparently it was resumed or /renewed a few days ago.

Does ASFAT stand a chance given that RTE insists on pissing US congres with his verbalizing on buying more S400, and Congress threatens with more CAATSA. Even though we know US congress CAATSA is groundless, but a tool to mess with Turkey's sovereignity.

Can we rely on German MTU engines for Naval Vessels ?

As long as that embargo does't spread to commercial level Germans or anybody else would approve it to make sales to a 3rd country.

I were not aware that LDP were considered commercial level trade. Is it because they can be used for disaster relief etc. ?

I actually meant an embargo like Iran / N.Korea has. The equipment on the vessel is military grade at the end regardless of the function of the vessel.

Process to acquire landing docks for PH Navy restarts​

MANILA, Philippines — The Department of National Defense has restarted the bidding for the acquisition of two landing platform docks for the Philippine Navy.

An invitation to bid dated Sept. 30 was posted on the DND’s official website. This would be the fourth attempt to acquire such vessels, seen to enhance the Navy’s amphibious landing missions and transport tasks.

Three attempts had earlier failed since 2019 for various reasons, according to two security officials privy to the matter.
On the third try, Megaship Builders’ joint venture with a Malaysian shipbuilder, the lowest bidder in 2019, was disqualified after the bid due to lack of equipment and facilities. The resolution on the motion to reconsider took a while, which resulted in the restarting of the bid, said one official.

Another official said the terms of reference and bidding documents caused confusion, as the requirements of the Navy and rules of the Bids and Awards Committee got mixed up. But these issues had already been fixed, he said.

The vessels for acquisition were expected to be improvements of the two Tarlac-class strategic sealift vessels currently in the Navy’s inventory—the BRP Tarlac (LD-601) and BRP Davao del Sur (LD-602)—both built by Indonesian shipbuilder PT Pal Persero.

The DND is allocating P5.56 billion for two strategic sealift vessels, with four landing craft utility and four units of rigid hull inflatable boats.
A pre-bid conference will be held on Oct. 12, while the deadline of submission of bids is on Oct. 26.

In a related development, the potential acquisition of two corvettes from South Korea appeared to be nearing the final stages.

Negotiations concluded last week and the next step would be a post qualification inspection in South Korea, said a security official.

Defense Secretary Delfin Lorenzana earlier said the acquisition of big-ticket military modernization projects, like the corvettes, was stalled as funds were diverted to COVID-19 response.

The Philippine military remains to be one of the weakest in the region, leaving the sprawling archipelago vulnerable to threats like China’s aggression and expansionist territorial claims.

There seems to be some new requirements in the tender that points to PT PAL as being the only contender for the Landing Dock.
