You cant build a stable defence industry with just money alone

In defence industries, technology and high-tech manpower are more important than money

Japan may be interested with the Harop instead of TB2
HAROP is a single use kamikaze drone specialized for striking static and strategic targets while TB2 strikes Mobile targets like tanks and infantry and armor.

So japan using harop drones for striking Mobile targets will be considered a waste since the HAROP can only be used once.

So japan using harop drones for striking Mobile targets will be considered a waste since the HAROP can only be used once.
They will probably buy both

SSB shopping mall, one stop shop; fill your cart with a couple dozens of the staple TB2 six packs and ammo, add several hundred Qargi for good measure and you can weather the coming storm in comfort.

Half of the equipment belonging to the Japanese Self-Defense Forces is not working. It is difficult for the ASDF [Japan Air Self-Defense Force] to prepare the necessary aircraft for formation training. The Ministry of Defense conducted an informal survey indicating that 50% of the equipment belonging to the Self-Defense Forces is operational. the remaining 25% are in maintenance, the remaining 25% are waiting for the necessary parts for repair. F-2 classified as under-budget or pending maintenance. Due to the lack of budget, spare parts are difficult to obtain and serious problems await the Japanese, such as aircraft waiting for maintenance. Although 1.1 trillion yen(7.699.890.000$) (about 20% of the total defense budget) was invested in maintenance and development in fiscal 2022, it is reported that "more than 2 trillion yen(13.999.800.000$) will be required to eliminate the backlog of maintenance". If the rate of use of aircraft belonging to the Self-Defense Forces is around 50%, it should be said that this is "quite low". Buying a TB-2 reduces the burden on Japan a bit and I think it makes perfect sense.

These military maneuvers thus included shooting sessions using different weapons (individual, Abrams tanks, heavy artillery, anti-tank missile launchers). Also from what I know since The TB2 bayraktars entered service in September 2021 they were involved in pin point strikes against Polisario militias in The sahara region and killed many polisario commanders that tried to enter The buffer zone.

The hull of the future flagship of the Ukrainian Navy, the Ada-class corvette Hetman Ivan Mazepa, has been built in Turkey.

The previous flagship "Hetman Sahaydachny" was sunk during repairs in the port of Nikolaev shortly after the start of the war in order to avoid its capture by the invaders.
