Looks like the long term aim is to capture territory north of the M4 highway (including parts of Latakia).
There would be no need to expand further south, instead the focus could shift to reinforce controlled areas/cutdown on extremism. If Turkey is able to provide security and it continues to rebuild society e.g. through permanent infrastrucutre rather than refugee camps, then some Syrian citizens may decide to return.
The Northern parts of Latakia could provide re-located citizens with access to the sea - without the need to move goods through Hatay.

However, I have no knowledge on the current dynamics in Northern Syria.
For example, is Tall Rif'at an SDF stronghold? What's the reason behind the SNA or SAA not capturing Tall Rif'at?

A Russian combat helicopter crashed in the Tel Temir village of Hasakah. The region is located right next to Rasulayn, where the Free Syrian Army is located. There is also a Russian base 2 km away from the area where the combat helicopter crashed.

Reports that the helicopter (Mi-35) went down in SNA controlled areas. Crew should have been executed at the crash site.

As well as this article:

https://thehill.com/opinion/nationa...nd-russia-to-fill-americas-middle-east-vacuum

"We can't allow Turkey and Russia to fill America's Middle East vacuum"

"Ankara has established two bases in war-torn Libya, at Misrata Port and Al-Watiya Air Base in that country’s western region. It is planning to build three of what it calls “temporary” bases in northern Iraq, where it again has deployed its special forces — reportedly in coordination with Iran — to attack Kurdish PKK units. And it continues to maintain a force presence in northern Cyprus, 46 years after its troops invaded the island."

I posted this article due to the board members of this thinktank, which includes the former American undersecretary of defence who wrote an article on the armenian genocide.
