I think it’s necessary to run through the registry that Tobruk has made. Which can be done while moving the documents to Tripoli.

Increasing voter base with ppl from Egypt is probably to gain control of eastern Libya. But of course there could be Libyans who fled during civilwar too

Dont forget once it looked like Tripoli was going to fall the Italians were going to switch sides thats why they were so outraged when Turkiye stepped in which meant as long as the GNA stands still they cant switch sides so they have to stick with them.
