The lebanese govt. Is more aligned with Iran; this means that in order to gain leverage in Lebanon, you need to have really good relations with Iran whixh is something that would never happen as Iran regards Turkey as a prime enemy, competitior, and a hindrance to its Shia master-race theory and the re-rise of the Fatimiyads empire

On the other hand, Greek Cyprus is a haven for money laundering by the Iranians. Just like with Russia, billions are transferred from Greek Cyprus to Iran over the years and this means that it is beneficial for the Iranians for Greek Cyprus to be loaded with cash so that they can suck it. In other words, better give the money to Greek Cyprus so that Iran can steal it rather than giving such oil-rich areas to a Turkish-ally which is the Turkish Republic of Northern Cyprus
