1. Ganja (to cover Armenia and Georgia).
2. Gabala (where the USSR had a major radar station).
3. Lankaran (the south of Azerbaijan on the Caspian coast, to cover Iran).

I don't think military presence from other than the Caspian sea nations are allowed on/in the Caspian sea, according to the latest Caspian Sea Treaty.

i dont think there will be any radar because its a very touristic place for local people, that was the reason Azerbaijan wanted Russia to leave.. its only 2 hour from Baku and so much money was put there as Baku is like Antalya but this area is full of mountains and fresh air. also fresh water comes from there to Baku.. its just the perfect location that close to anywhere..The base to be established in Gebele remains in a very critical place due to its location. Early Warning Radar for Ballistic Missiles was deployed in the region during Soviet Russia. Until 2013, the Russians were paying rent to Azerbaijan for the base. In 2013, the agreement was not renewed. If we look at the long-term this will turn Turkey may establish bases to radar base in the Caucasus region.

i told you that our side is too strong there..
