    I extremely doubt we have the capability to reach FOC with F-35A. Even reaching IOC is a "maybe" at best. I believe the US is sincere enough when they push both Viper and block III SuperBug as a stepping stone, although obviously there are other reason such as political reliability.

    Theoretically YES. As long the vessel (any type) have the necessary C4 capabilities. However, a command ship need to be out of harm way for the obvious reason, thus using a surface combatant to perform C2 role would effectively be taking that particular ship out (less number of available combatant)
