Dont see much difference here. APFSDS round cant hit the radar and sights in same time. HE-Frag round will likely damage both sights and radar in both cases. Also hits rarely come exactly from front, usually they come a bit from side.

Probably economical reasons. For example Saar-5 class corvettes had place for 32 Barak-1 missiles but only 16 were used for economical reasons.
