It is not a Turkish ESSM equivalent. It IS the ESSM blk2 that is going to be ready this year. Australia, Canada, Denmark, the Netherlands, Norway, Turkey, and the United States are jointly acquiring Block II. Now; If US embargoes ESSM Blk 2 deliveries to Turkey, then we may see a Turkish equivalent!
