If HTS was the only player then yes it would have tried it but the SNA has more power with the backing of Turkiye(the HTS knows it). Remember Idlib,Türkiye condoned the HTS and other radicals just because they would fight Assad to keep Idlib. Not just the HTS but whoever tries to bring something...
