This seemed strange to me too. I don't know what is happening in cooperation chains of these institutes behind the background but It seems unnatural for Roketsan to develop their own seeker heads for missiles while an electronic and radar giant Aselsan is there.

As far as I know, SeaRam equivalent blk-2 missile are being developed together with Roketsan, Aselsan and Sage bro.
