Wouldn't it be possible to solve this via software with only one E/O? for example, calculating the 2nd targets location relative to the first target (which the laser is illuminating) and commanding one of the munitions to target the illuminated target but with a e.g. 40 meter westward divergence.

There are plenty of small solutions already in Turkey. This is not a weapon for that purpose. This is a long range strike weapon designed to take out high value targets.
