Its very possible to build building that can withstand earthquakes up to 8, there is never 100% sucess rate but the casualties would have been m7ch less, i dobt know why we are still dicussing the issue

Not 20 meters but you can not build a multi storey building with just 1 meter foundation, its obvious the center of gravity will be too high on it if it isnt anchored accordingly.
