um... how do I say this, well, a lot of people here already mentioning about "we are going to get (FREMM/Arrowhead/Mogami) ship by 202*" or something like that.

personally, I'm against forming Komcad at this moment because in my opinion every penny we had should be directed towards modernization and completing our MEF, and to fix our standing army lackluster equipment.
and go to hell with that New Capital, we don't need it right now.

UNCLOS meant to regulate economic related activities at the zone such as fisheries or natural resources and any survey related to either. but UNCLOS doesn't prevent any ship or plane from passing or flying over it, for airplane it was regulated by other law/agencies.
