If China finances it. They will probably have Chinese prisoners do the labour. But if Iran finances it, you can have Pakistani and Iranian labour force do it. And they will likely spend the money in Iran and Pakistan.

I believe it's very important that Pakistan expands on the trade routes and also tries to work on a gas/oil export pipeline with Iran and China to bypass the issue of Hormuz as we've seen. US Blockade is just as hurtful to Iran export as it hurts the neighbours.
