Critical:

US Assistant Secretary of State for European and Eurasian Affairs James O'Brien announced the suspension of military and other assistance to Azerbaijan and that relations between the United States and Azerbaijan will not be normalized until progress is made in peace negotiations with Armenia.

This assistance is critical to Azerbaijan, especially currently.

"Since 1991, USAID has invested $431 million in programs to support Azerbaijanis, including humanitarian relief, the health sector, and economic and governance reform"

"The Departments of State, Defense (DOD), and Energy and the U.S. Agency for International Development reported providing about $808 million for assistance for Azerbaijan in fiscal years 2002 through 2020. State and DOD reported providing about $164 million of this amount (20 percent) for security assistance to the government of Azerbaijan pursuant to the Section 907 waiver. Other U.S. agencies' reported categories of assistance—for example, to support democracy and nuclear nonproliferation—were exempt from the Section 907 restriction."


Umm... Excuse me but what more of a peace they wait? Azerbaijan reinstated authority over its occupied lands and as I see it right now its pretty peaceful. What the US wants more?

Azerbaijan wants sovereign control of a corridor through Armenia and has begun referring to western Azerbaijan in Armenia in addition to rearming for what seems like further conflict

There is also the Iranian alternative of its the Azerbaijani Minister of Foreign Affairs Bayramov talked about and by the looks Azerbaijan concentrated at least temporarily at this option. If opposition arises then Zangezur will be taken but at the moment Azerbaijan is showing a good will regarding the relationship with Armenia and is staying away from any provocation.

What is your source on your claim, that “Aliyev” don’t spend money on mentioned fields?

How are the quoted figures ($800 million over 20 years?) in your post “critical”? For context, Azerbaijan had export revenues of $41 billion in 2022.

Azerbaijan never wanted a “sovereign control of a corridor through Armenia”, but an unobstructed road connection between mainland Azerbaijan and Nakhchivan exclave was stipulated in the ceasefire statement. Armenia insisted on border checkpoint contrary to the agreement, which btw was what promted Azerbaijan to install a border checkpoint on Lachin road.

Anyway, Azerbaijan no longer pursues that, since the terms of the ceasefire agreement is all but dead now. As was mentioned above, Azerbaijan and Iran agreed to a road connection to Nakhchivan through Iranian territory instead.

Azerbaijan will stop using “Western Azerbaijan” when Armenia stops using “Artsakh”. It goes both ways.

Here are the figures for all countries.


Azerbaijan recieved ~ $16 million in 2022.

According to @Bozan, Azerbaijani government relies on this money to fund “Everything from police and border guard funding, military training, private sector investment, healthcare etc.”

Why doesn't Azerbaijan allocate it in the budget and has had to rely on aid for so many years in that case? Export of billions doesn't matter when there is no will in parliament (Aliyev) to set aside money for these things to develop.

Why would it need $100 million dollars in aid just for border security ? These are not provided unless the country had serious budget problems.

Border Guards have been allocated ~ $300 million in 2023 state budget, so I don’t understand your question?

You can see how much Azerbaijan recieved in the link I posted, including for 2018 and 2019. And the categories.

Azerbaijan have cancelled the meeting scheduled for 20 November with Armenia in Washington, citing biased position of USA.

I suspect it has less to do with any peace talks and more to do with Azerbaijan’s closeness to Turkey. And as mentioned above, US aid to Azerbaijan is insignificant and nowhere near critical. In fact we rank near the bottom when it comes to US funding in the region, way below both Armenia and Georgia and have been for years.

what? US offered aid to counter Iran and Azerbaijan accepted, why would we say no to free aid?

that doesn't mean the aid is/was critical

In fact we rank near the bottom when it comes to US funding in the region, way below both Armenia and Georgia and have been for years.

Its clear the USA sees Turkiye as the major obstacle to their regional ambitions. If they were truly against Iran they would turn Azerbaijan into a military powerhouse considering the geography and the 30 million Azerbaijans in North Iran. But they wont do that, they will take the position that harms Turkiye even if it massively benefits Iran and Russia.

In the Aegean the "americans" militarise the islands against Turkiye against conventions. When Athens made her outlandish maritime demands the EU/US backed it unilaterally. They still do.

When it came to the Armo's they could do no wrong every hostile action and demand was sugar coated, meanwhile constant accusations of genocide were levelled against Turkiye as a point of blackmail. Despite armenians making territorial demands on Turkiye and internationally doing everything to slander Turkiye and shut her down including getting all sorts of petty embargoes against Turkiye, they were never the bad guy in anything. You would think that Armenia was a NATO ally and it was Turkiye in a military alliance with Russia the way america behaves.

When it came to Syria they even allied and worked with Russia to undermine Turkiye. Many things occurred but the most notable was when after years of talks, the Turks were going to move on manbij, the americans decided to hand it over to the Russians instead to stop us from clearing it of the PKK.

To undermine and stir sectarian conflicts within Turkiye they will even turn extreme left wing marxist terrorists into angels. But when it comes to Iran and 40% of her population being Azerbaijani, they wont even tell the world about it. Let alone do anything to exploit that opportunity against their so called foe.

in hindsight the arabs supporting the greeks in the cyprus dispute has been detrimental to them and moving forward it will get worse. Would have been better for the arab middle east had the Turks been able to take the whole island back.

If you think about it, had the greeks and their western backers been successful in the complete genocide of the island. Cyprus would return to being a crusader launching pad into the Muslim world.
