Bangladesh has agreed to join a new platform floated by China to get coronavirus vaccines in case of emergency needs.

Four other countries—Afghanistan, Pakistan, Nepal and Sri Lanka--- are also in the platform styled ‘emergency vaccine storage facility for covid for South Asia’.

Foreign minister AK Abdul Momen told Prothom Alo that the platform is not an alliance.

“Vaccines would be collected from the facility based on needs. We’re calling it South Asia co-operation,” the minister told newsmen.

“We’ve now built a cooperation with China and they will provide us vaccines soon,” Momen said.

He said China would initially provide 600,000 doses of Covid-19 vaccine as a gift. The draft of a Memorandum of Understanding (MoU) has already been prepared in this end.

The foreign minister also said Bangladesh is taking assistance from Russia to manufacture Covid-19 vaccine. An MoU would be signed regarding the matter.

Foreign minister Momen said Russia is sharing the technology on condition that Bangladesh would not share the technology to anyone else, which Bangladesh agreed.

Russia would hand over the technology to any pharmaceutical company in Bangladesh. The process might take 2-3 months, Momen added.

Serum Institute of India (SII) delivered 7 million doses of vaccine as of February. Although Serum was supposed to deliver 5 million doses each month as per a tripartite agreement, Bangladesh did not receive any consignment after February.

As India has seen a massive surge in Covid cases in recent times, uncertainty looms for Bangladesh over the possibility of getting the vaccines as per the agreement.

Meanwhile, Indian high commissioner Vikram K Doraiswami said they are trying to ensure that Bangladesh gets as much vaccine as possible while maintaining that there is a shortage of Covid-19 vaccine in India itself.

“Indian media outlets are reporting about a shortage (of vaccine supply). There is a deficiency of vaccine even in the big cities of India,” Doraiswami told newsmen on Thursday while reaching Bangladesh from Delhi through Agartala-Akhaura border.

Russia has agreed to transfer the formula for producing Sputnik V vaccine in Bangladesh while the government has in principle agreed to join a China-led effort to develop a Covid vaccine storage to mitigate the vaccine crisis created after India imposed ban on vaccine export.

Foreign minister AK Abdul Momen on Thursday told New Age that the government had recently signed a contract with Russia for joint production of Sputnik V vaccine in Bangladesh on condition that the formula would be kept secret.

Till the joint production starts in Bangladesh, the government will also import Sputnik V vaccine to meet emergency needs, he said.

‘A list of local pharmaceuticals companies capable of producing vaccines has been sent to Russia,’ Momen said.

The Covid vaccination in Bangladesh has faced an uncertainty over the Indian export ban as the government till Thursday has a stock of 27.22 lakh doses of Oxford-AstraZeneca Covid vaccine manufactured by Serum Institute of India.

The government, which has given 75 lakh doses to people with 17 lakh getting two doses, has a plan to vaccinate 70 per cent of the total population, said Directorate General of Health Services spokesperson Robed Amin.

The foreign minister said that Russia would not be able to export such a huge volume of vaccines.

So, Bangladesh on Thursday agreed to the China’s April 15 offer for developing a storage of Chinese Covid vaccine for emergency use in South Asia.

‘China, however, did not mention the timeframe or the location for developing the storage,’ Momen said.

He said that the government was negotiating with both China and Russia for importing or manufacturing in Bangladesh Covid vaccines developed by them.

‘Though Covid vaccines developed by China and Russia have not got approval from the World Health Organisation, several countries are successfully using the vaccines,’ Momen said.

He said that the government was negotiating with India through formal and informal channels to get the vaccines, for which the payment had been made, from Serum Institute as per the contract.

‘We are also negotiating with US manufacturers like Pfizer and Moderna for bringing their vaccines,’ he added.

The government on Tuesday formed an eight-member committee, led the Directorate General of Drug Administration director general to send recommendations to the Prime Minister’s Office by April 26 on using alternatives to the Oxford-AstraZeneca vaccine for continuing the mass Covid vaccination programme.

Drug administration director general Major General Md Mahbubur Rahman told New Age on Thursday that they were considering potential of brining the vaccine developed by the US-based Moderna, Sputnik V developed in Russia and CoronaVac developed by Sinovac in China.

‘We are also considering the possibilities of manufacturing Sputnik V or CoronaVac in Bangladesh by the Institute of Public Health or any other private pharmaceuticals company as a long term solution,’ Mahbub said.

On Wednesday, Chinese ambassador Li Jiming in a letter requested health minister Zahid Maleque for taking immediate measures to give approval to the letter of commitment for the receipt of CoronaVac vaccine donation and the authorisation of emergency use of the vaccine in Bangladesh.

The Chinese government has offered to donate five lakh doses of Covid vaccine to Bangladesh after India first imposed a ban on export of Oxford-AstraZeneca vaccine in January, health ministry officials said.

Health minister Zahid Maleque could not be contacted for comments.

An official of the ministry said that the Chinese offer would be approved only after getting a clearance from the top level of the government.

He said that local pharmaceutical company Renata Limited expressed its desire to manufacture the vaccine developed by the US-based Moderna.

Beximco Pharmaceuticals Company, the local vendor of Serum Institute, has sought a government intervention for the supply of remaining 2.30 crore vaccine doses from India as per a tripartite contract.

As per the contract signed in December 2020, the Bangladesh government would pay Serum Institute $4 for the import of each of the three crore doses of the Oxford-AstraZeneca vaccine and $1 to Beximco for carrying each of the doses.

After signing the contract, the government stopped negotiation with China and Russia, the official said, adding that till March, Bangladesh got 70 lakh doses of the purchased vaccine and 32 lakh additional doses as donation from the Indian government.

Health ministry officials said that the government was expecting to get from the Global Access Facility 6.8 crore doses of Covid vaccines, of which 1.9 crore doses were expected to arrive in Dhaka by May.

DGHS additional director general Meerjady Sabrina Flora said that the agency was working to place a demand of vaccines in Bangladesh to COVAX by Saturday as per its requirements.

‘We will get 6.8 crore doses for free and for each of the additional doses we will have to pay $7,’ Sebrina said.

Bangladesh Reference Institute for Chemical Measurement (BRICM), set up by the government for the development of chemical metrology, has developed a spray a nasal spray which they say 'can kill' the Covid-19 virus on contact.

The Bangasafe Oro-Nasal Spray is touted to help people kill the virus as it is already known that the transmission points are the mouth, nose and the eyes.

Talking to UNB, BRICM Director General Dr Mala Khan, said, "Soon, we're going to introduce a nasal spray having the capacity of killing coronavirus.

"We got the approval from the Bangladesh Medical Research Council (BMRC) for running its clinical trial on March 24 and it'll be completed soon," she added.

"We want to make it available in the local markets with every preparation and now we don't want to disclose any further detail. But it can be said it'll be available soon."

Asked about its price, the BRICM DG said, "It'll be kept within the buying capacity of the general people, and the price will be fixed after reviewing the production cost as we don't have any intention to make any profit. It's being produced for the wellbeing of the people."

According to the BRICM, coronavirus exists in the nose, ear, mouth and throat, and the spray has the capacity to kill coronavirus in those areas.

Health authorities in Bangladesh on Tuesday approved the emergency use of Russia’s Sputnik V Covid-19 vaccine to combat the ongoing pandemic.

Directorate General of Drug Administration (DGDA) Director General (DG) Maj Gen Md Mahbubur Rahman made the announcement at a media call in Mohakhali on Tuesday.

Now there are no legal restrictions on the import and use of the Russian vaccine.

He said: “We will now bring the Russian vaccine and administer it. We are expecting the arrival of around four million vaccine doses in May.”

Earlier Russia had proposed to manufacture the Sputnik V Covid-19 vaccine in Bangladesh.

It plans to do so in collaboration with the local pharmaceuticals under a co-production arrangement, while Bangladesh was forced to search for other sources apart from India to get the much-demanded inoculation.

“We agreed with them [Russia] in co-production [of vaccine]…though it’s not finalized yet,” Foreign Minister Dr AK Abdul Momen told media in a recent interview in Dhaka.

Momen said Moscow gave the proposal to manufacture the Sputnik V vaccine in Bangladesh since Russia currently does not have that much production capacity to export its vaccine to Bangladesh.

As per the proposal, Russia will give the technology and Bangladeshi pharmaceutical companies would produce the Sputnik vaccine here, he said.

“If things go well … It will be cheap and hopefully it will be better,” he added.

This move comes following the uncertainty over the supply of vaccines from the Serum Institute of India (SII).

On April 20, the government formed a committee to send recommendations to the Prime Minister's Office on using alternatives to the Oxford-AstraZeneca vaccine for continuing Bangladesh’s vaccination efforts.

The committee recommended that vaccines from China and Russia be used as substitutes to the Oxford-AstraZeneca vaccine.

Sputnik V is a viral-vector vaccine that uses a modified version of a different virus as a tool to transport genetic material to a cell. An individual will need two shots of the Russian vaccine to be completely inoculated.

Russia started clinical trials of their proprietary vaccine jab in June last year.

Within less than two months President Vladimir Putin announced to the world that they had registered the world's first Covid-19 vaccine for use. However, as phase three trials – which take several months to complete with thousands of participants – had not even started at that point, many health experts were speculative of the data shown and warned and questioned about the vaccine's safety.

Shortly after that, Russia announced that it would expand trials for the vaccine and include up to 40,000 volunteers. Phase 3 trials then began in September 2020.

Then in February this year, a study published in the medical journal The Lancet published said the Sputnik V vaccine was 91.6% effective and also concluded that the vaccine was safe and could protect against hospitalization and death.

Although Sputnik V has been approved in more than countries 40 including Bangladesh so far, it is yet to be approved by the European Medicines Agency (EMA) and World Health Organization (WHO).

Sputnik V can be kept in a standard refrigerator at 2-8°C, which makes it a bit easier to store than some other vaccines – the Pfizer/BioNTech vaccine needs to be stored at -70°C, the Moderna vaccine at -20°C.

Bangladesh has sought Covid-19 vaccine from China as soon as possible, as India halted exports of Oxford-AstraZaneca vaccine amid a huge surge in local cases.

"They said they would work with us," Foreign Minister AK Abdul Momen told reporters today following a virtual foreign ministers' meeting involving China, Bangladesh, Sri Lanka, Nepal, Afghanistan, and Pakistan.

This is the first meeting of the China-led initiative called "China-South Asia Platform for Covid-19 Consultation, Cooperation, and Post-pandemic Economic Recovery".

Under the platform, China proposed establishing Covid-19 emergency medical facility, poverty alleviation, and e-commerce in rural areas.

The medical facility will store various medical equipment, including vaccines. Dhaka emphasised on the provision of medical-grade oxygen and vaccines since Covid-19 is an emergency at the moment.

When asked about the location of the medical facility, Momen said it was not fixed yet. However, Dhaka has proposed to set it up close to the sea so that the member countries can get it at the quickest possible time, in any case of emergency.

China wants to set up a Poverty Alleviation Centre and share their experiences of poverty reduction with South Asia as millions of people may be pushed on the fringe due to the pandemic.

Also, China wants to explore e-commerce opportunities in the rural areas given the Covid-19 induced restricted mobility.

A Cabinet committee has approved a proposal on producing Chinese-Russian vaccines – Sinopharm and Sputnik V- in the country.

The approval was given in a meeting of Cabinet Committee on Economic Affairs, with Finance Minister AHM Mustafa Kamal in chair today.

Health Minister Zahid Maleque told the meeting, "Few local companies have capacity to produce the vaccine. Only they will be given approval for production."

Finance Minister said, "The approval for producing Chinese and Russian vaccines has been given. At the same time, we will pursue procuring vaccine from our primary source – Serum Institute."

After the meeting, Cabinet Division's Additional Secretary Dr Sahida Akter said, "The final approval was given following recommendation from National Technical Advisory Committee on Covid-19 and policy makers of the government."

"The cost of the vaccine production can be known after the proposal is placed before the purchase committee," she added.

When asked, the additional secretary said, "China has agreed to allow Bangladesh to produce their vaccine here. And the production will begin as soon as possible."

The meeting also approved purchasing PPE, mask, PCR kits under direct purchase method without tender.

Bangladesh, China and four South Asian countries have said “vaccine nationalism” will hinder the global efforts to defeat Covid-19, and underscored the need for avoiding the “immunity gap.”

The six countries agreed that vaccines, as a key weapon to defeat the Covid-19 pandemic, should be distributed in accordance with the principle of equity and justice.

State Councilor and Foreign Minister of China Wang Yi, acting foreign minister of Afghanistan Mirwais Nab, Bangladesh Foreign Minister Dr AK Abdul Momen, Nepalese Foreign Minister Pradeep Kumar Gyawali, Pakistan Foreign Minister Makhdoom Shah Mahmood Qureshi and Sri Lankan Foreign Minister Dinesh Gunawardena held a video conference on joint response to Covid-19 on Tuesday.

They exchanged views on international and regional cooperation on pandemic response and post-Covid economic recovery, according to a joint statement issued on Wednesday.

To push forward practical cooperation in relevant fields, China announced its decision to establish a China-South Asian Countries Emergency Supplies Reserve, set up a China-South Asian Countries Poverty Alleviation and Cooperative Development Centre, and hold a China-South Asian Countries E-commerce Cooperation Forum on Poverty Alleviation in Rural Areas.

The other participating countries also expressed support.

The foreign ministers noted with satisfaction the concerted and productive efforts made by their countries since the start of Covid-19 to combat the virus and promote economic recovery in the spirit of overcoming challenges through cooperation and mutual assistance.

The foreign ministers pointed out that Covid-19 is a common enemy of humankind, and that countries should step up solidarity and cooperation to win the final victory over it.

China expressed its readiness to provide continued medical supplies and technical assistance to the participating countries to the best of its ability.

Chinese initiative was appreciated, the joint statement reads.

The foreign ministers reiterated their firm support to WHO’s due role in the global cooperation against Covid-19 and acknowledged that tracing the origin of the virus is a matter of science and a global mission.

They expressed opposition to politicizing the issue.

The participating countries will strengthen cooperation in tracking Covid-19 mutation closely.

The foreign ministers appreciated China’s efforts in addressing this challenge.

China will act on President Xi Jinping’s important statement on making the vaccines a global public good, and carry out continued vaccine cooperation with the participating countries in a flexible manner, including co-production of Covid-19 vaccines.

The foreign ministers recognized the serious impact of Covid-19 on the global economy and its complex implications for the sustainable development of all countries.

Deepening ties and cooperation

They agreed to deepen belt and road cooperation, open their borders under the premise of pandemic prevention and control for smooth trade, keep the industrial and supply chains stable and secure, and give a stronger boost to economic recovery and the improvement of people’s lives.

China agreed to support the participating countries to overcome the impact of Covid-19 on their economies through the enhanced level of economic cooperation and collaboration.

The foreign ministers stressed the importance to strengthen cooperation in poverty reduction, food security and other non-traditional security fields to protect the livelihood of people with special attention to the most vulnerable groups.

To facilitate personnel exchanges against the backdrop of Covid-19, the foreign ministers agreed to discuss the possibility of mutual recognition of digital “health codes.”

The foreign ministers agreed to make these mechanisms inclusive, transparent, sustainable and demand-driven ones.

They agreed to closely follow the development of Covid-19 situation in India, and expressed their willingness to provide needed support through respective channels in consultation with India.

The foreign ministers agreed to maintain the momentum of cooperation among the six countries, hold consultations at the foreign minister, vice foreign minister/secretary and director general levels, expand cooperation areas and lend impetus to future cooperation.

Besides, the six countries welcomed the active participation of other countries in the region in a spirit of openness, inclusiveness and win-win cooperation.
