The Civil Aviation Authority of Bangladesh (CAAB) has rejected the proposal from the General Civil Aviation Authority (GCAA), the aviation regulatory body of the United Arab Emirates (UAE), which had requested an increase in flight frequency and the fifth freedom facility to operate flights from Bangladesh to third countries.

CAAB took the decision after a two-day meeting with GCAA officials amid protests from local airlines against the UAE's proposal. The local airlines claim CAAB would be acting against the interests of Bangladesh if it approved the proposal.

A day before the meeting with the GCAA began, a lawyer of the Supreme Court served a legal notice against granting approval to the ultra-low-cost Abu Dhabi-based airline Wizz Air to carry passengers to and from Dhaka under an aviation trade agreement between the two countries.

The notice was served on the secretary of the Ministry of Civil Aviation and Tourism, managing director and CEO of the national carrier Biman, chairman of the Civil Aviation Authority of Bangladesh (CAAB) and members of the CAAB flight standards and regulations on May 14, following the publication of a report titled “Wizz Air eyes Bangladesh's aviation market” in Dhaka Tribune on May 7.

The legal notice urged CAAB to refrain from implementing a “wrong economic policy” that would bring down Bangladesh's aviation sector amid the ongoing dollar crunch.

The notice emphasized that the five UAE-based airlines in Bangladesh — Emirates, Etihad Airways, Flydubai, Air Arabia, and Air Arabia Abu Dhabi — would face risk in their business operations with the entry of a low-cost airline in the country.

Not only international airlines, but also the country's private and national airlines — Biman, US Bangla, NovoAir, and AirAstra — would face the risk of losing passengers.

However, Dhaka Tribune has learnt that CAAB will consider part of the UAE's proposal, potentially approving 50 additional flights.

According to aviation sources, UAE-based carriers at present operate 129 flights to Bangladesh each week. During the meeting, the UAE had requested a further 129 flights.

Biman currently operates just 29 flights to the UAE each week.

Highlights:
  • The two agreements will help Biman to further enhance its international network and maximise its passenger capacity.
  • Bangladeshi passengers will be able to travel to more destinations in Europe and US
  • This is a kind of indirect fleet expansion
  • Both airlines will share the profits
  • Biman to start direct flights on the Dhaka-Narita-Dhaka route on 1 September

Biman Bangladesh Airlines is going to enter into codesharing and interline agreements with Gulf Air and Japan Airlines respectively.

The two arrangements will help Biman to further enhance its international network and maximise its passenger capacity.

The CEO of Gulf Air is scheduled to visit Bangladesh in the second week of June to sign the codeshare agreement with the national flag carrier, according to Biman officials.

Biman expects that their passengers will be able to travel to more destinations in Europe as the Bahrain-based airline has extended access to operate flights in the region.

However, passengers will bear the boarding card of Biman while travelling through Gulf Air. In the same way, passengers of Gulf Air will bear the boarding card of the airline during their travel through Biman.

As a result of code sharing, Biman will get indirect passage to more destinations in Europe through Gulf Air, Biman Managing Director and CEO Shafiul Azim told The Business Standard recently.

Both airlines will share the profits earned from operating flights on routes under the codeshare agreement, he said.

Stating that this is a unique moment for the aviation sector in Bangladesh, he said, this is the first time Biman is entering into a codeshare agreement.

"This is also a kind of indirect fleet expansion," he added.

A codeshare agreement is an airline business arrangement where two or more airlines share the same flight where a seat can be purchased on one airline but is actually operated by a partner airline under a different flight number, according to the International Air Transport Association (IATA).

Airlines throughout the world enter into codeshare arrangements to strengthen or expand their market presence and competitive ability.

Besides, the interline agreement with Japan Airlines will allow Biman passengers to travel to the US through Narita International Airport in Tokyo, according to Biman sources.

Biman will take passengers to Narita (Tokyo) and Japan Airlines will take them to US cities on the Atlantic coast such as Los Angeles, the Biman MD said.

"This means we are getting an opportunity to take passengers to America indirectly via Narita," he said.

This arrangement also will help Biman's Narita route as the flight will carry passengers bound for both Japanese and US cities.

Passengers from Kathmandu, Kolkata or Delhi will also find the route attractive, Shafiul Azim said.

Biman is going to start direct flights on the Dhaka-Narita-Dhaka route on 1 September this year.

The airline also has plans to operate flights on the Dhaka-Chennai-Dhaka route in November targeting the next winter season.

An interline is a relationship between airlines which allows one airline to sell services to a customer that are provided by another airline, according to IATA.

Airlines use interline to sell itineraries that they would otherwise not be able to serve alone.

QatarEnergy will sign a long-term liquefied natural gas (LNG) supply deal with Bangladesh's state-owned gas company Petrobangla on Thursday, the second Asian sales deal to be sealed for Qatar's North Field expansion project.

The 15-year agreement is for the supply of 2 million tonnes annually, Petrobangla's Chairman Zanendra Nath Sarker told Reuters.

Supplies are set to start in January 2026, he said.

The agreement will be one of many to come this year as state-owned QatarEnergy secures sales for its mega expansion of North Field, a source with direct knowledge of the new contract agreement, who did not wish to be identified, said.

Qatar is the world's top LNG exporter and competition for LNG has ramped up since the start of the Ukraine war, with Europe in particular needing vast amounts to help replace Russian pipeline gas that used to make up almost 40% of the continent's imports.

But Asia, with an appetite for long-term sales and purchase agreements, has been ahead so far in securing gas from Qatar's massive production expansion project.

This will be Bangladesh's second long-term deal with Qatar as it desperately looks for long-term LNG deals at a cheaper rate after prices spiked following the Ukraine war last year.

The contract will be QatarEnergy's second to Asia since it started selling the gas expected to come on stream from the North Field expansion project.

The two-phase expansion plan will raise Qatar's liquefaction capacity to 126 million tonnes per year by 2027 from 77 million.

Qatar's first Asian deal, with Sinopec, the longest to be signed at 27 years for the supply of 4 million tonnes a year, was followed by the state-owned Chinese company taking a 5% stake in the equivalent of one North Field East LNG train.

QatarEnergy's sales and purchase agreements to supply Germany with around 2 million tonnes of LNG annually through a partnership with ConocoPhillips cover at least a 15-year period.

Sarker would not comment on the price of Bangladesh's new deal, saying it was confidential.

Bangladesh has a 10-year LNG import deal with Oman Trading International. That LNG is priced at 11.9% of the three-month average price of Brent crude oil plus a constant price of 40 cents per million British thermal units (mmBtu).

Under its first 15-year deal with Qatar, Bangladesh pays 12.65% of the three-month average price of Brent oil plus a constant of 50 cents per mmBtu.

The North Field expansion project will help guarantee long-term supplies of gas globally. North Field is part of the world's biggest gas field that Qatar shares with Iran, which calls its share South Pars.

QatarEnergy chief Saad al-Kaabi said last week there was big demand for LNG and that he expects by the end of the year to have signed supply deals for all the gas expected to come on stream from the North Field expansion.

Bangladesh has pledged a voluntary contribution of $50,000 to the "United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA)" for the year 2023.

The announcement came at the UNRWA pledging conference held Saturday at UNHQs, reads an official press release.

The modest contribution is a demonstration of the steadfast commitment of the government and people of Bangladesh to the just struggle of the Palestinian people. Bangladesh has been contributing to UNRWA since 2018.

The pledging conference was convened by the president of the General Assembly. The commissioner general of UNRWA briefed the member states in the meeting.

The Deputy Permanent Representative of Bangladesh to the UN in New York Dr Md Monwar Hossain declared the pledge on behalf of the Bangladesh government.

In his statement, he expressed concern regarding the perennial funding shortfalls of UNRWA and emphasise on securing "sustainable, predictable and sufficient" funding.

He also mentioned that UNRWA was established on a temporary basis to support the Palestinians. However, providing support is not the solution, the only solution to this crisis is ending the Israeli illegal occupation by achieving the two-state solution on the basis of the pre-1967 borders.

UNRWA was established by the UN General Assembly resolution in 1949 with a humanitarian and development mandate to provide assistance and protection to Palestine refugees pending a just and lasting solution to their plight.

At present, there are 5.9 million Palestinians are registered as refugees.

UNHCR, the UN Refugee Agency, has said they will continue to provide food, healthcare and some essential non-food items to the four Rohingya families currently staying at the government-managed Repatriation site in Kutupalong.

"No refugee should be deprived of basic assistance, including food aid," a spokesperson at UNHCR Bangladesh office told UNB when his attention was drawn regarding a media report.

Meanwhile, UNHCR Representative in Bangladesh Johannes van der Klaauw was summoned at the Ministry of Foreign Affairs on Tuesday to warn the UN agency, said a diplomatic source.

Bangladesh does not want any barriers from the UNHCR regarding repatriation effects, the source said.

UNHCR has asked the authorities to share information on the future for this group, which had been brought from Bashar Char to Cox’s Bazar by the authorities on 25 May ahead of a visiting delegation from Myanmar in Teknaf on 26 May, although they were not taken to participate in that meeting, said the UNHCR Spokesperson in Dhaka.

UNHCR continues to advocate for creating conducive conditions in Myanmar so that refugees can go back safely and in dignity, and returns can be sustainable.

Refugees who wish to return, should have access to clear, comprehensive, and factual information to be able to make a free and informed decision, UNHCR said.

The United Nations High Commissioner for Refugees (UNHCR) has stopped providing food assistance to 23 Rohingya people belonging to four families in Cox’s Bazar, Refugee Relief and Repatriation Commissioner (RRRC) Md Mizanur Rahman told reporters, adding that their food aid has been stopped since Monday morning.

Bangladesh for the first time has sent seasonal farm workers to the UK under its Seasonal Agricultural Workers Scheme.

Bangladesh High Commission in London said this in a statement today following a briefing session at the mission's Bangabandhu Lounge yesterday.

A British international recruitment company, Regency Recruitment Ltd, hired these workers for a British farm and arranged their travel to the UK.

The recruitment of the workers was facilitated by Bangladesh High Commission, London and the Ministry of Expatriates' Welfare and Overseas Employment of Bangladesh.

"This season, five workers from Bangladesh came here. We can send more Bangladeshis next year," a foreign ministry official said.

They will work for a strawberry farm for six months. They will then have to come back home and then again go to the UK for work, he told The Daily Star.

"The workers only needed experience of working in agriculture sector. They were not required to know good English," the official said.

So far, mostly the Eastern Europeans used to work as seasonal workers in the UK. Now, after the Brexit, it is focusing on the Commonwealth countries. Thus, Bangladesh entered the market, he said.

Bangladeshi High Commissioner to the UK Saida Muna Tasneem, while briefing the workers, underlined the importance of following all the rules and regulations of the UK's Seasonal Agricultural Workers Scheme to uphold the image of Bangladesh and facilitate future recruitment of more Bangladeshi workers in the UK's farm sector.

She assured that the Bangladesh High Commission, London will remain available for all-out assistance to the workers during their 6-month contractual stay in the UK, and will continue to work with the British government and private sector to recruit more Bangladeshi workers in the UK's agriculture sector.

Rowsonara Begum, CEO of Regency Recruitment Ltd, said, "Regency Recruitment will continue its efforts to recruit more Bangladeshi workers under the scheme to meet the UK's labour market demand."

The CEO mentioned that Regency Recruitment Ltd is the only authorised agency to recruit farm workers from Bangladesh under the UK's Seasonal Agricultural Workers Scheme and called upon all concerned to remain cautious about advertisements, particularly in social media offering such recruitment.

She thanked Bangladesh High Commission, London for extending all necessary support to the recruitment process of the first batch of agricultural workers.

A spokesman from the farm said: "We are a family-run farm which has been operating for over 60 years. We are also happy to see Bangladesh as a source country for the UK's agricultural industry for the first time.

Our belief is that more hard-working Bangladeshi people could find employment through the Seasonal Workers Scheme in the future."

The workers shared their experiences regarding the recruitment process and expressed their commitment to work and follow the rules and regulations.

Bangladesh nationals can now apply for all visa categories such as tourism, employment, family reunification, students', and digital nomads from a newly opened visa application centre in Dhaka.

Bangladeshis bound to Greece need not travel to New Delhi to submit their visa applications anymore.

Greece Visa World Centre (GVCW), the exclusive external service provider to the Greek diplomatic and consular authorities, in partnership with VFS Global has opened a dedicated centre in Dhaka to accept applications for all visa categories.

Visa applicants need to visit the GVWC website to get an online appointment (https://bd-gr.gvcworld.eu/en/online-visa-application) before visiting the VFS Global Joint Visa Application Centre (JVAC) at Borak Mehnur (8th Floor), 51/B, Kemal Ataturk Avenue, to submit their application and register their biometrics.

“The new centre will immensely benefit the people of Bangladesh, many of whom are interested in travelling to Greece for work, education, business and leisure. The development is another feather in our trusted partnership with GVWC with whom we are working since 2018," said Prabuddha Sen, chief operating officer (South Asia) of VFS Global.

The state-of-the-art new VAC is equipped with dedicated submission counters for regular applicants as well as the optional premium lounge service for travellers looking for a seamless visa experience.

GVCW operates in 18 countries and 82 cities around the world. Leveraging on its operational capabilities and the valuable contribution of its partners, notably the Hellenic Telecommunication Organization (OTE), the largest telecom company in Europe and VFS Global, GVCW is servicing thousands of visa applicants daily.

The continuous efforts of almost 300 visa handling personnel now manning GVCW's 82 VACs and its cutting-edge on-line visa application technology, allow for a more efficient workflow and have enabled the substantial reduction of the respective Greek consulates' workload leading to the streamlining of visa-application procedures.

With approximately 7,000 Greece visa applications received annually, the country is one of the emerging destinations for Bangladesh.

Russia has deemed US and EU politicians writing letters urging free and fair polls in Bangladesh as an act of "neocolonialism" and "blatant interference in the internal affairs of a sovereign state."

"We have taken note of certain European and American politicians publishing letters calling for 'free and fair' elections in Bangladesh," the Russian foreign ministry tweeted on Thursday (6 July) from its verified Twitter handle.

The tweet, which quoted the Russian foreign ministry spokesperson Maria Zakharova, also added: "This is neocolonialism and yet another attempt at blatant interference in the internal affairs of a sovereign state."

Six US Republican congressmen wrote to US President Joe Biden On 25 May, calling for urgent actions to stop the "human rights abuses" by the Bangladesh government and "give the people of Bangladesh the best possible chance for free and fair parliamentary elections".

In line with the Mujib Climate Prosperity Plan, Copenhagen Infrastructure Partners (CIP) and Copenhagen Offshore Partners (COP) - the world's leading renewable energy investor and developer - have submitted a $1.3 billion investment proposal to the Government of Bangladesh for developing a commercial offshore wind project off the coast of the Bay of Bengal.

The utility-scale offshore wind project with an initial capacity of 500 MW is expected to be a key driver of Bangladesh's progression into a green nation.

The initial investment proposal and continued collaboration offer made by Denmark, a pioneer and global leader in developing the wind energy industry, was disclosed in a COP press release issued on Tuesday (11 July).

The proposal comes at a crucial point in time for Bangladesh that despite ambitious clean energy targets remains heavily reliant on fossil fuel imports, a costly decision due to inflation-related price shocks.

According to the press release, this offshore wind project in particular presents a unique opportunity for the country to maximise the utilisation of its coastal resources, supporting the development of the 'Blue Economy'.

"As a highly climate-vulnerable nation, Bangladesh's annual Gross Domestic Product (GDP) could fall by as much as 9% by the middle of the century due to climate change, according to the World Bank. Bangladesh, therefore, needs to adapt rapidly to climate change, while simultaneously accessing cleaner, more efficient technologies that support decades of development and growth, a shift away from unstable fossil fuel imports, and limiting emissions as the country aims to achieve high-income status and elimination of absolute poverty by 2041.

"With the Institute for Energy Economics and Financial Analysis (IEEFA) projecting an annual need of $1.7 Billion in funding for the green transition, perhaps this multibillion-dollar proposal from CIP and COP could also kick start a new wave of investment, driving Bangladesh towards a truly climate prosperous future," it added.

In early June, Bangladesh and Denmark approved a "Joint Action Plan" for the next five years under the '2022 Sustainable and Green Framework Engagement'.

During a recent Dhaka visit by Mr Dan Jørgensen, the Danish Minister for Development Cooperation and Global Climate Policy, had agreed to a partnership in green and clean technologies and investment for sustainable development.

While both sides have recognised the importance of improving the ease of doing business in Bangladesh for more Danish investment, Denmark further expressed its interest in supporting renewable energy, maritime, and blue economy sectors, among others.

Once implemented, this offshore wind project will be the first of its kind in Bangladesh – and possibly South Asia, enabling a technology transfer that would accelerate the learning curve for a nascent industry and reduce barriers to entry for future projects.

The preliminary study findings suggest that hundreds of direct and indirect jobs could be created during the construction phase, in addition to dozens of permanent positions during the 30-year operational phase of the project.

CIP and COP have proposed Summit Group – a leading infrastructure operator and developer in South Asia and the largest independent power producer (IPP) in Bangladesh – to join its consortium.

Australia will continue extending zero-duty export benefit to Bangladeshi goods even after the graduation of the south Asian nation from the least developed country (LDC) category in 2026.

Australian Assistant Minister for Trade Senator Tim Ayres gave the assurance in a meeting with Bangladesh High Commissioner to Australia M Allama Siddiki and BGMEA President Faruque Hassan at the Commonwealth Parliamentary Office in Sydney on July 21.

Australia and Bangladesh seek to take the relationship between the two countries to a new height by strengthening partnership and expanding trade and investment in potential areas, according to a statement of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA).

Both sides are also keen to explore opportunities and turn them into reality through collaboration in order to derive reciprocal benefits, according to the statement.

At the meeting, they discussed general trade issues, investment opportunities and areas of collaboration.

They also stressed on the need for finding ways to enhance trade and investment flow for adding dynamism in economic ties.

The issue of Bangladesh's economic development, LDC graduation and its associated challenges and preparations to overcome them were also discussed.

BGMEA President Faruque Hassan sought for the decision of the continuation of duty-free market access in the post-LDC period.

Highlighting the trade potential, Hassan said Bangladesh considers Australia a promising market for apparel exports, especially high-end fashion items.

He also pointed to Bangladesh's interest in enhancing import of cotton and wool from Australia for the garment sector, emphasising the need for enhancing industry connections between Australian exporters of raw materials like cotton, wool and importers and manufacturers in Bangladesh.

It would create a win-win situation for both countries, he further said.

The government has expressed displeasure to 13 foreign envoys in Dhaka for what it says was their "undiplomatic behaviour" regarding statements on the attack on Hero Alom.

Furthermore, they have been warned against "violating diplomatic norms" by acting without objectivity and impartiality and bypassing the government, said State Minister for Foreign Affairs Shahriar Alam on Wednesday.

Shahriar made the remarks in a press briefing after a meeting with the ambassadors and high commissioners of the 13 foreign missions on the day at the State Guest House Padma in Dhaka.

The envoys were invited, not summoned, the state minister said.

Mohammad A Arafat, the winner of the Dhaka-17 by-polls, and Khorshed Alam, foreign secretary of the Maritime Affairs unit of the Foreign Ministry, were also present at the meeting with the envoys.

The envoys have been told that they broke "diplomatic norms" by issuing the joint statement regarding the "unexpected incident" centring on the recent attack on Hero Alom, he added.

"We have advised them to be constructive by reminding them of the Vienna Convention on Diplomatic Relations and warned them that disregard for objectivity, impartiality and impartiality will only create a crisis of mutual trust."

"We have told them (diplomats) that it was an isolated incident which cannot be used to judge that day's peaceful, fair and free elections," Shahriar said.

He highlighted that there was no violence in the election.

The state minister said, "Asharaful Alam observed the election by roaming freely in various centres throughout the day. He also did not suffer any untoward incident, nor did he make any complaint till the end of the polls.

"Other candidates also did not complain of any kind of violence or any other irregularities. So only a last-minute isolated incident at a centre presented by a handful of diplomats can never reflect a day-long peaceful election. In giving a quick response, they did not give due importance to the objectivity of their assessment."

The joint statement of the envoys had called for a full investigation and accountability for the perpetrators of the assault on independent candidate Hero Alom.

The joint statement was signed by the embassies and high commissions of Canada, Denmark, France, Germany, Italy, Netherlands, Norway, Spain, Sweden, Switzerland, United Kingdom, United States and the delegation of the European Union.

The state minister said the ambassadors were invited, not summoned and letters are being sent today to the respective capitals of the countries, especially the Foreign Office.

This incident will not affect the relationship with each country, assured Md Shahriar Alam while adding such warnings are nothing new.

Italy has shown interest to employ more Bangladeshi manpower, particularly in its agriculture and hospitality sectors as three Italian ministers called on Prime Minister Sheikh Hasina on the sidelines of the UN Food Systems Summit here.

"Italy wants to hire more workers from Bangladesh for its hospitality and agriculture sectors," Foreign Minister Dr AK Abdul Momen quoted the Italian ministers as telling the premier at their meetings at the Food and Agriculture Organization (FAO) headquarters.

Momen briefed the reporters after Italy's Agriculture Minister Francesco Lollobrigida, Interior Minister Matteo Piantedosi and Justice Minister Carlo Nordio have meetings with the Bangladesh prime minister on Monday (24 July).

Momen said the issue of undocumented workers also featured in the meetings as the Italian ministers and the Bangladesh premier put stress on maintaining proper channels in going abroad.

The Bangladesh prime minister said her country always discourages illegal workers.

Mentioning that both documented and undocumented workers are contributing to the economies of Italy and also Bangladesh, Sheikh Hasina urged the Italian government to legalise the well-mannered and skilled undocumented workers.

Momen said, "Italy is very happy that Bangladesh is always supportive of migration of workers in legal ways".

Prime Minister Sheikh Hasina earlier had a bilateral meeting with her Nepalese counterpart Pushpa Kamal Dahal at the newly opened Bangladesh-Bangabandhu Sheikh Mujib Room in the FAO headquarters on the sidelines of the UN Food Systems Summit.

In the meeting, the premier offered Nepal to use the newly constructed Pyra port.

"Bangladesh has already opened the Chalna and Chattogram ports for Nepal. Nepal can also use the newly constructed Pyra port," Momen quoted the prime minister.

The premier said Bangladesh is developing Sayedpur Airport as a regional hub to enhance connectivity.

The Nepalese prime minister highly praised Bangladesh for its development and Prime Minister Sheikh Hasina for successfully running her country.

"You (Sheikh Hasina) are a leader of our region," Dahal said.

He also said there is a huge scope for hydroelectricity generation in Nepal.

In this context, Sheikh Hasina said Bangladesh would take steps to import more renewable energy, particularly hydroelectricity after the beginning of the first trilateral power trade from Nepal to Bangladesh through India for 40 megawatt power.

Dahal mentioned that many Nepalese students are pursuing their studies in Bangladesh.

In another meeting with International Fund of Agricultural Development (IFAD) President Alvaro Lario at the FAO headquarters, Sheikh Hasina sought IFAD's assistance to boost wheat and edible oil production in Bangladesh.

According to Momen, the Bangladesh prime minister also called on the IFAD to help Bangladesh in marketing small agro-enterprises and building an efficient food storage system.

World Food Programme (WFP) Executive Director Cindy Hensley McCain, as well, met Sheikh Hasina at the FAO headquarters.

At the meeting, the Bangladesh prime minister asked the WFP to raise funds, particularly for displaced Rohingyas who took shelter in Bangladesh as per capita funds for Rohingyas declined to $8 from $12.

She said Bangladesh has successfully increased food production thanks to her government's various steps since assuming power.

Bangladesh is in a good position in producing not only crops but also fish and other foods, she added.

Cindy Hensley McCain is the wife of former US presidential candidate John McCain who adopted a three-month Bangladeshi girl in the early 1990s.

The prime minister along with other heads of government and states also attended a reception hosted by the Director General of the Food and Agriculture Organization Qu Dongyu at the FAO headquarters.

Bangladesh also signed an agreement with WFP to expand and improve the school feeding programme for primary school students in an event attended by Foreign Minister AK Abdul Momen.

Bangladesh government introduced a school feeding system in 2010 and now some 23 lakh students of 15,000 primary schools in 104 upazilas are getting meals under the programme.

In line with the new agreement, the school feeding programme will be expanded to more than 150 upazilas, raising the number of beneficiary students to 37 lahks as fruits, milk, bread, eggs and other nutritious foods will be served instead of fortified biscuits.

Thanks to the feeding programme, the dropout rate has declined by 7.5% and the enrolment rate has increased by 14% in the primary schools, said Momen.

Moreover, Bangladesh has become the 85th member of the School Meals Coalition at an event here on Monday.

PM's Speechwriter Md Nazrul Islam and Bangladesh Ambassador to Italy Md Shameem Ahsan were present at the briefing.

Prime Minister Sheikh Hasina offered Nepal the use of its newly constructed Payra port during a meeting with her Nepalese counterpart Pushpa Kamal Dahal.

The two visiting ministers met at the newly opened Bangladesh-Bangabandhu Sheikh Mujib Room in the FAO Headquarters on the sideline of the UN Food Systems Summit. Both leaders are in Rome to attend the summit.

In the meeting, PM Hasina offered Nepal the use of the Payra port, said Bangladesh Foreign Minister AK Abdul Momen while briefing reporters.

"Bangladesh has already opened the Chalna and Chittagong ports for Nepal. Nepal can use the newly constructed Payra port as well," Momen quoted her as telling Dahal.

PM Hasina said Bangladesh is developing its Sayedpur airport as a regional hub to extend the connectivity in the region.

The Nepalese premier commended the development of Bangladesh under the successful leadership of PM Hasina, said Momen.

"You are a leader of our region," Momen quoted him as saying.

He said there is a huge scope for hydroelectricity generation in Nepal.

In this context, Sheikh Hasina said Bangladesh will take steps to import renewable energy particularly hydroelectricity after the first trilateral power trade from Nepal to Bangladesh through India for 40MW of power starts.

Dahal mentioned that many Nepalese students are pursuing their studies in Bangladesh.

The government is working on setting up an economic zone in Bangladesh for member-states of the D-8 Organisation for Economic Cooperation, also known as Developing-8, aiming at boosting trade among the D-8 nations.

Meanwhile, the Foreign Ministry and the Bangladesh Economic Zones Authority (Beza) have exchanged letters regarding the construction of the economic zone.

"The establishment of the D-8 Special Economic Zone is still in the initial stage. We are working on this," Wahida Ahmed, director general of the International Organisations Wing of the Ministry of Foreign Affairs, told The Business Standard.

Upon receiving a letter from the ministry, Beza sought to know from the ministry about some unsettled issues, including nomination of a focal point by the D-8 Secretariat over the construction of the economic zone.

"We were given a letter from the Foreign Ministry. We have also written to them asking to know some things, including which country will be the sponsor of the D-8 Special Economic Zone, and whether it will be directed from Turkey's Istanbul as D-8 is headquartered there," Shaikh Yusuf Harun, executive chairman of Beza, told TBS.

The letter also asked about the leadership from among the eight member countries for the economic zone.

"We have wanted to know whether the responsibility of management for the proposed D-8 Special Economic Zone will be in the hands of the D-8 Secretariat, or will a separate authority be established for it, or will it be in the hands of Beza," added Harun.

Sources said that Beza is currently analysing the legal aspects regarding the construction of the economic zone.

A feasibility study could be conducted to select one of the government economic zones for the D-8 Special Economic Zone. Alternatively, land can be acquired for the construction subject to approval of the Beza governing board, said sources at Beza.

In July last year, during the 20th D-8 Council of Ministers meeting at Dhaka's Hotel InterContinental, Prime Minister Sheikh Hasina proposed space at the Special Economic Zones in Bangladesh for the investment of D-8 member countries. Subsequently, considering the interest of the D-8 member states, the Foreign Ministry wrote to Beza regarding the establishment of the D-8 economic zone.

The D-8 Organisation for Economic Cooperation is an organisation for development cooperation bringing together Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey.

Trade between the D-8 countries stands to the tune of $129 billion, Foreign Minister AK Abdul Momen stated last year.

At present, Beza is working towards establishing 100 economic zones across the country by 2041, approval for 97 of which has already been provided.
