DUBAI, Aug 3 (Reuters) - A vessel has reported a non-piracy incident is under way off the coast of Fujairah, United Arab Emirates, the United Kingdom Maritime Trade Operations (UKMTO) reported on Tuesday.
The UKMTO warning notice, based on a third party source, advised vessels to exercise extreme caution in the area, around 61 nautical miles east of Fujairah.
It provided no details regarding the vessel or vessels involved.

Reportedly Omani SAR plane flew and indicated that the nature of the accident was not known at that time. VBSS operations are not easy and must proceed with extreme caution for the lives of the personnel on the ship. When VBSS is conducted with the aim of search it is usually with the knowledge and the cooperation of the personnel on the ship. With the situation here the boarding operation would be more difficult. I think first negotiations will be started and possible VBSS operation could happen at night ideally conducted by British SBS personnel. It is for sure a very difficult situation but I personally trust that the authorities will handle it on the needed level.

What I mean is, if these "pirates" turned out to be state actors, will they proceed with VBSS ?

But yeah I suppose the Omani SAR are doing surveillance and gathering intelligence before VBSS are called in.

The first thing they should do in that case is to identify themselves. If not the full responsibility will be their because we are talking about piracy otherwise. Even if they were representing a State if they are going to board vessels out of their territorial waters there are special requirements in order to board in a legal way. They have to notice for their intentions and seek permission by the country these waters belong and if in international waters as far as I know a permission to board have to be taken by the flag country to which the vessel is registered and if no permission in both cases is given the crew have a right of self defence. Those are very complicated legal matters and especially in a place like the Gulf of Oman. If IRGC acted in illegal way they will bear the consequences.
