We built F16 fighter Jets in Turkey in the 1980's and that didn't make the US cheap at all. If we don't share our technology to some degree somebody else will.
There is nothing wrong with giving some ToT when they buy bulk. Let's say some ToT for TB2 would require them to buy 30+.

But then again we're probably offering ToT because we're new in the market.

or you have more modern one in sleeve. i doubt that anyone would give technology if he does not count to maintain edge over the potential buyer and competition.

Tunisia signed a $240 million deal for 6 ANKA-S + 3 Command station + full ToT + possibilty to sell ANKA-S to other African countries.
You literally gave them your technology and a piece of your cake, since Africa is a potential market for Turkish Defense Industry.

You want to sell UCAV's then do it a little bit cheaper than others with the best service.
For example KIA, over a decade ago a car manufacturer known with under average ratings, no history or prestige now managed to take a huge chunk in the market. Why? Because they build top notch quality cars? No. But because they have the best warranty, they are reliable, price performance wise top, good service. And they managed that by marketing they know how to sell.

You've shown the world that your UCAV's are TROLLING active Russian air defence systems right above their head before roasting them, you managed to show something with drones no country ever did, and now you talk to a reputable magazine and say "we are really generous with ToT" how does this sound to you?

military purchasing usually goes with political influence if you want to have some you have to give something beside ordinary hardware, for turkey it is problem itself as there are double eyes on every foreign political move by turkish state. pure tot is not such a bad thing per se, from where will Tunisia buy missiles, software, materials for production beside Turkey but anyway there should be always more capable hardware in development or near entering into service for your own military.

Tunisia canceled the deal, they couldn't pay for it or some of political decision we don't now.

If you give ToT on a "level" 1, you should reach on level 2 and work on level 3. Everytime 2 steps ahead.

For example, if RU would give us ToT on S-400, be sure, they working on S-600 right now.
