I am sorry, but first part is technically not possible. There is no provider that can immediately start production for BD Navy tomorrow, and that can deliver the 2 hulls by end of 2026 with the given configuration.
The person who has shared this information with you has literally no idea about naval ships' construction timeline and current status of book of orders at the rumored bidder.

Only way is a refit, however there is no hull that is retired soon with the given configuration.

I don't know that, the poster has indicated a bidder that fits either to Babcock (AH 140) or Fincantieri / DCNS (FREMM) design, and i have spoken on this basis.

Assuming that BD intends to get a western platform, these are the likely options for the configuration rumored by the poster.

At least 1 high ranking naval officer accompanied President Macron in this visit and it seems recently they are showing more interest in working with BN rather than BAF.Looking at the specs of our frigate program, naval groups FDI matches almost all the requirements except the unit cost.In the last few years, naval group has bagged major deals in many countries including India.

Do you guys think they can achieve the same level of success here in Bangladesh?

Absolutely zero, as @Isa Khan previously pointed out, at best Government will spend 400 millions per ship. ( Likely to be around 320-350 millions.) FDI cost approximately 800 millions.

Answer- Definitely. We are participating in the bidding process of Bangladesh Navy projects, like frigate and petrol vessels of the Coast Guard. Turkish companies are ready to build those ships and vessels in Bangladesh with the involvement of Bangladeshi engineers and technicians for the Coast Guard in Khulna Shipyard and Chittagong Dry Dock for the Navy. We are bidding for both projects. We are also with the Air Force for various projects.

Well, I think it would be a bit lighter and smaller. But definitely better.
No offense but Talwar is old Russian stuff. BN is opting for Western design. (Very likely Turkish)

They are basically second rate frigates for making up the numbers. Old tech but viable and the 14 p17a and b frigates are the mainstay. Even the definition of frigates is being muddled by p17 having almost the same size as destroyers and the new corvettes being almost the size of talwars. So frigates now are generally getting bigger

Nilgiri class is perfect for India's need. It's size, plus sensor and weapon package is excellent. (But does it have VDS?)

On the other hand, BN frigates are defensive posturing in the bay of Bengal.
Given it is not practical fo BD to try to compete with India in numbers of ships for offensive purpose, hence it Iikely that, the offensive aspect of the naval deterrence would be transfered solely to subsurface combatants.
That's why navy invested heavily in the new submarine base infrastructure. ($1.2 billions construction cost) and another base will also house Submarines.
