South Korea and Indonesia will discuss the payment of the development costs of the KF-21 fighter jet

Write: 2021-11-05 14:45:18/Update: 2021-11-05 16:45:53

South Korea and Indonesia next week will hold negotiations to resolve the issue of funds that are still in arrears from the Indonesian side related to the KF-21 fighter aircraft production project.

To that end, the Head of the Defense Acquisition Program Administration and the South Korean negotiating team will go to Indonesia.

South Korea and Indonesia have jointly run the KF-21 fighter aircraft development project with a development cost of 8.8 trillion won since 2015.

Indonesia has agreed to invest 1.7 trillion won or 20 percent of the total project cost, and for that it will get one unit of KF-X fighter and transfer of technology to be able to produce 48 units of the next generation fighter in the country.

However, Indonesia still has 704.1 billion won in arrears, which have been due since 2017, due to the country's financial difficulties.

The chairman of the South Korean Defense Acquisition Program Administration Agency said that negotiations regarding the funds had been confirmed to be in the final stages, so it was said that the Indonesian government would pay off soon.

S. Korea, Indonesia to hold last-stage talks over overdue payments for fighter jet project

All News 08:22 November 05, 2021

By Song Sang-ho

SEOUL, Nov. 5 (Yonhap) -- South Korea and Indonesia will hold what could be the final round of negotiations in the Southeast Asian country next week to address the latter's overdue payments for a joint fighter development project, informed sources said Friday.

Officials from Korea Aerospace Industries Ltd. (KAI), South Korea's sole aircraft maker, will meet with negotiators from Indonesia's defense ministry, the sources said, as Seoul seeks to squelch lingering concerns over Indonesia's commitment to the 8.8 trillion-won (US$7.4 billion) project, called KF-X.

Kang Eun-ho, head of the Defense Acquisition Program Administration (DAPA), is also expected to visit Indonesia from Tuesday to Thursday to join the Korean negotiation team -- in an apparent show of Seoul's resolve to settle the protracted issue.

Indonesia had agreed to shoulder 20 percent of the new fighter's development cost. But it later stopped making payments, with the amount of the overdue payments currently standing at 704.1 billion won (US$593 million).

During a parliamentary audit last month, DAPA chief Kang expressed confidence that the negotiations with Indonesia will be concluded by November.

Concerns about Indonesia's possible pullout from the project first surfaced when the country brought its technicians involved in the fighter development program in South Korea back to their home country in March last year, citing the spread of the COVID-19 pandemic.

Such concerns eased when Indonesian Defense Minister Prabowo Subianto agreed to resume talks with South Korea over the overdue payments during a visit to Seoul in April, which coincided with a ceremony unveiling a prototype of the country's first indigenous fighter jet named the KF-21 Boramae.

In August, a group of Indonesian technicians returned to Korea, raising expectations that the joint fighter development program will gain traction.

This file photo taken April 9, 2021, shows South Korea's first prototype of the next-generation KF-X fighter, officially named the KF-21 Boramae, at the Korea Aerospace Industries Co. facility in the southeastern city of Sacheon. (Yonhap)

1.1 billion USD is still enough IMO to fill 1 squadron with F 16 V for our former F 5 squadron. The squadron is in Iswahyudi base with their F 16 MLU and F 16 C/D, already equipped with sufficient F 16 infrastructure and experienced technicians.

We have already had separate budget for new missile acquisition for this 2020-2024 acquisition plan and Sidewinder/AMRAAM/ Maverick missiles are already in inventory coming from previous order.

From the acquisition I hope there will be TOT originally coming from LM for KF21/IFX program for our local industry (which is restricted at the moment). TOT that is needed by our KF21/IFX engineers to fasten their separate R&D program for our own fighter jet development program.

DTS is a must, the starting point should be a work in our own law that could involve our parliament thus could spend some time if our Defense Ministry is serious

It can be replaced with F 16 V that is capable to go to Natuna from Madiun. Any way Air Force prefers F 16 V when 2 options are given to our Minister of Defense during previous administration (2014-2019). I had this information from Air Force official during that period ( SU 35 or F 16 V)

the problem is, in higher rank officer and pollitic sense. You will never replace double-engine with single-engine jet. Back then it just like with USSR that reject 100 mm D-10 since smaller than L7 105 mm.
The way out is they remove rifling from 100 mm D-10 then to be 115mm U-5TS gun, make a new APFSDS rounds and all happy ever after.

Thus make on paper presentation have high ratio factors to win the contract.

Since F 16 are from LM, if i may ask why LM lost interest to sell this product to IDAF my dear @Madokafc ?

The video (from Air Marshall Agus Supriyatna himself) has been posted several times before. TNI-AU would much prefer F-15 than F-16.

We are already offered solution about our product and in bundling with solution of some US technology usage in KF21 Boramae , we would glad to act as a bridge to solved the issue between Indonesia, US and South Korea representative. That's why the Indonesian are pinched hard so long beside the financing issue in the fighter procurement project. Though there is some light and deal happened....

Lockheed Martin already strive hard to do transfer of technology and knowledge to our local partner in Indonesia and give more value in business opportunity, C130H's upgrade project in which would be done in GMF aeroasia is one of our highlight project right now, beside Falcon MLU program.
