JAKARTA, Indonesia — Indonesia’s government said it agreed with Japan on Tuesday to resume talks on the joint development of naval vessels that have stalled in recent years.

Visiting Japanese Defense Minister Gen. Nakatani discussed ways to deepen a defense partnership with his Indonesian counterpart, Sjafrie Sjamsoeddin, in a meeting Tuesday and agreed to continue negotiations on joint development of naval ships and other military equipment and on technology transfer, Defense Ministry spokesperson Brig. Gen. Frega Wenas said.

“In principle, both defense ministers welcomed cooperation on promoting military equipment,” Wenas said. “Of course, it needs to be explored further where the joint development would occur and whether it would involve ships or other defense equipment.”

Japan is unable to export finished frigates or submarines under its current guidelines on transfer of defense equipment and technology, and it is believed that joint development is the most feasible way to make transfers.

Japanese media said Nakatani, who arrived in Jakarta on Sunday for an Indonesia-Japan defense ministerial meeting, would present a proposal for joint development of destroyers that stalled in recent years.

The Japanese government is envisioning frigates based on its Monogami class design, in which President Prabowo Subianto earlier showed interest when he was defense minister. The ships can be operated by a crew of about 90, half the number of conventional destroyers.

However, negotiations stalled under former President Joko Widodo as the Indonesian government invested huge amounts in the relocation of its capital, Japan’s Kyodo News agency reported.

Tokyo has also proposed joint development of Mogami class frigates with Australia and Germany, and Canberra is expected to make a final decision on the partnership in the second half of this year.

In a significant move to bolster security alliances in East and Southeast Asia, Japan has proposed a groundbreaking collaboration with Indonesia to co-develop advanced Mogami-class stealth frigates for the Japan Maritime Self-Defense Force (JMSDF). High-Level Diplomatic Engagements
According to Japan News on January 1, 2025, Japanese Defense Minister General Nakatani will visit Indonesia from January 5 to January 8, 2025, to present the joint development proposal to his Indonesian counterpart, Defense Minister Sivri Syamsuddin. This visit aims to build on the strong defense dialogue established during President Prabowo Subianto’s leadership. A subsequent high-level meeting between Japanese Prime Minister Shigeru Ishiba and Indonesian officials later in January is expected to further solidify this defense partnership.

Strategic and Technological Cooperation
The proposed joint development aligns with Indonesia’s ambition to modernize its naval fleet, complementing its interest in state-of-the-art defense systems. For Japan, the partnership fits within its revised National Security Strategy of 2022, which emphasizes enhancing defense exports through collaborations.

The Mogami-class frigates, developed under Japan’s 30DX program, represent cutting-edge naval technology, featuring stealth architecture, modular designs, and advanced weaponry. The vessels are equipped with Mitsubishi Electric OPY-2 AESA radar for superior situational awareness, a 127mm Mk 45 naval gun, vertical launch systems for missile deployment, and capabilities for anti-submarine warfare (ASW).

I think what they meant was frigate not destroyer or is it?
I think the new improved Mogami-class is inching closer to destroyer than frigate - at least capability-wise. Furthermore, the original class was actually based on the 30DX concept, rather than the 30FF during its development.

Why stop with frigate?
Take all destroyer, sub, aircraft carrier, LHD from Japan!!! GO WITH HAREM ROUTE!!!! 😍👍

Don't count on me for this, but somehow I suspect that Japan's current offer also includes submarines. If my hunch is correct, then it's not too crazy to imagine that something like the Izumo-class carrier—or a lighter version of it—is also on the table.

Still, I would be ecstatic if Japan is also pushing for the joint production of US-2 aircraft.

Some rumour on X few months ago, they are offering P2 MPA too

Did you mean the jet-engined Kawasaki P-1? The twin-turboprop Kawasaki P-2 was retired back in the ’90s.

Anyway, the key thing here is 'joint development.' Japan already knows Indonesian shipyards are capable of building naval ships up to frigate class, or even up to 12,000 tons or more, so it makes sense that they’d be confident about proposing a joint project for the Mogami-class.

As for aircraft, PTDI is still much more experienced with turboprops than jets. Plus, while Japan’s first offer for the US-2 was aimed at SAR and water bomber versions (I think that was around 2014), a joint development deal could definitely lead to an anti-submarine variant.

But yeah, this is just my own take on the potential for a US-2 joint development with Indonesia.
