Are these patrol boats related to the one being built for Bakamla, scheduled for launch in 2027? If so, Bakamla would gain an additional patrol ship—either newly built or one of current's Japan Coast Guard vessel. It could also means that those two patrol boats are on different matter than the one they're building for Bakamla, which means the agency will get two more ex-JCG boats.

If those boats are intended for the Indonesian Navy instead, Japan is still bound to its policy of not exporting fully built arms. This will raise questions about how the transfer would proceed.

One possibility is that the boats could be stripped off their weapons systems first before being handed over to Indonesia, where they will be re-armed here.

Japan provided patrol ships to strengthen defense but they were made in Japan, on the other hand, Bakamla was given a glimpse of a fairly large CCG ship in China


The point is, if you want to help, don't make too many rules, make it easy, because in the end the loan is also a debt that will be paid.
