Karachi already produces around $100 billion worth of goods and services every year. Karachi has capital. Karachi has labour. Karachi has location. Karachi has ports. Karachi has industry. Karachi has entrepreneurial energy.
Question: Why is Karachi not a $200 billion economy?
Answer: Karachi does not have metropolitan economic governance.The Bangkok Metropolitan Administration Act was passed in 1985. Vietnam’s National Assembly granted Ho Chi Minh City a special economic status in 2017. Law 29/2007 formalised Jakarta’s special-capital status.
Shenzhen was made a Special Economic Zone in 1980. The Istanbul Metropolitan Municipality was created in 1984. Medellin was given metropolitan authority in 1980. Johannesburg was consolidated into one metropolitan with an executive mayor in 2000
For Karachi, three natural experiments stand out: Shenzhen in 1988, Istanbul in 1984 and Johannesburg in 2000.In the decade after Shenzhen was granted far greater economic-management powers, its GDP rose from 8.7 billion yuan to 128.9 billion yuan -- an almost 15-fold increase in nominal terms. Istanbul’s economy grew from roughly $17 billion to $36 billion over the decade following the creation of its metropolitan municipality. Johannesburg, after consolidation into a single metropolitan government in 2000, grew from about $25 billion to $51 billion in eight years.
For Karachi, the comparison is compelling: moving from $100 billion to $200 billion over a decade requires a doubling -- not a Shenzhen-style miracle, but growth already seen in other metropolitan economies.
Bottom line: when economic authority begins to match economic geography, cities acquire the institutional capacity to compound growth.Look closer: Karachi’s problem is fragmentation. A factory in Korangi depends on water from one authority, roads from another, land regulation from another, policing from another and taxation from yet another.
Red alert: The economic unit is Karachi -- the governing unit is fragmented.Karachi needs one metropolitan government with economic responsibility for the whole city-region. Land-use planning. Transport. Water. Sewerage. Building regulation. Property taxation. Industrial infrastructure. Investment facilitation. Port-city connectivity. One economy. One authority. One balance sheet.
Karachi needs better transport -- better transport widens the labour market. Karachi needs better land use -- better land use raises productivity per acre. Karachi needs reliable water–reliable water lowers industrial costs. Karachi needs faster approvals–faster approvals raise investment. Property taxation and land-value capture finance infrastructure. Port connectivity cuts logistics costs.
Here’s the arithmetic: Each reform raises productivity; together they compound growth. A $100 billion economy does not need extraordinary growth to become a $200 billion economy. It needs roughly 7.2 percent annual growth for ten years.The numbers say this: The $200 billion Karachi does not require a miracle. It requires compounding.Please move economic authority to where economic activity takes place. For Karachi, that means: one metropolitan economy, one metropolitan government.The reality: Karachi already has the ingredients of a $200 billion economy. What it lacks is a government designed to unlock them.
