Libyan government rejects Greek objections to deal with Türkiye

Libya’s eastern-based government has firmly rejected recent Greek objections to the 2019 maritime boundary agreement signed between Türkiye and the Tripoli-based Libyan government, asserting that the deal remains legitimate under international law.


Prime Minister Osama Hammad, representing the Benghazi-based administration, stated that the Türkiye-Libya deal is "internationally legitimate" and warned against any external interference in Libya’s sovereign decisions.


“Libya will not accept any challenge to its rights,” he said, adding that the country retains the right to respond decisively to any actions threatening its territorial integrity or political sovereignty. He also accused Greece of pursuing a "policy of provocation and escalation."


Hammad stressed that Libya’s maritime rights are non-negotiable and must be discussed only within internationally recognized legal frameworks. He noted that decisive steps were taken in response to Athens’ recent positions and warned that continued Greek objections would trigger consequences.


The Tripoli government and Türkiye signed the maritime boundary agreement in 2019, which delineated exclusive economic zones in the eastern Mediterranean. In 2022, the two sides expanded the deal with a memorandum granting Türkiye exploration rights both offshore and on Libyan territory.


Recently, Libya’s eastern-based administration has decided to establish a technical committee to reexamine the 2019 maritime deal. The move is seen as part of a recent thaw in relations between Ankara and the eastern Libyan administration.

The flare-up followed the signing of a new memorandum of understanding on June 25 between Türkiye’s state-owned energy company TPAO and Libya’s National Oil Corporation (NOC), aimed at conducting seismic research in areas covered by the 2019 maritime boundary deal.


Greek Prime Minister Kyriakos Mitsotakis brought the issue to the European Union summit in Brussels last week, once again questioning the validity of Türkiye’s maritime agreements with Libya.


The summit’s final communique emphasized that the Türkiye–Libya memorandum “violates the sovereign rights of third countries and is not in line with the international law.”


Additionally, the EU Council deemed the memorandum unlawful and expressed support for the positions of Greece and the Greek Cypriot Administration.


In response, Türkiye said that the outcomes of the EU leaders' summit show that Greece and Greek Cyprus continue efforts to “impose their maximalist claims.”


The deal is an “entirely legitimate agreement" under international law, Turkish Foreign Ministry Spokesman Öncü Keçeli wrote on X.


"In this regard, instead of endorsing legally invalid claims, the EU should call on all its members to comply with international law," he said.


When you consider the greeks are given everything by the US, EU, Isreal, Russia, China, etc its incredible how they always lose.

When you consider the greeks are given everything by the US, EU, Isreal, Russia, China, etc its incredible how they always lose.
But you have to remember that our losses are mostly if not always on the table and not on the field. So go figure.

“The Greek Cypriot Administration (GKR) ordered the S-300 air defense to the Russian Federation in 1997. With their powerful radar and long-range missiles, these systems posed a serious danger to Turkey not only on the island of Cyprus, but also in the Eastern Mediterranean. As a matter of fact, Turkey prevented these systems from being taken over by the Greek National Guard Army (RMMO) by applying very intense military and diplomatic pressure.

As a solution, Greece purchased this system from the GKRY and deployed it to the island of Crete; in return, it received a Russian-made short-range Tor M1 air defense missile system from Greece. In addition, the GKRY management, which was speechless from the crisis, also supplied a medium-range Buk M1-2 air defense missile system from Russia in 1998.

The state of Russian-made systems

Mevlütoğlu evaluated the condition of Russian-made Tor M1 and Buk M1-2 systems as follows:

“The condition of the outdated Tor M1 and Buk M12s has deteriorated in recent years due to the disruption of spare parts and maintenance support from Russia. For this reason, the GKRY, which wants to modernize its air defense, started negotiations for the Iron Dome in 2021 with Israel, which has developed its military relations rapidly since the end of the 2000s. However, negotiations soon evolved into the supply of the much more advanced Barak MX air defense system.”

Features of Barak MX

Barak MX air defense system can use three different types of missiles. The system, which has a maximum range of 150 kilometers, is managed by an advanced radar called ELM-2084 MMR. According to open sources, the MMR radar operating in the S band can detect and track more than 1,000 targets simultaneously with a range of approximately 500 kilometers. The radar can also determine the positions of howitzers, mortars and artillery rocket battery fires with a range of up to 100 kilometers.

Regional effects

Mevlütoğlu also touched on the impact of Barak MX on the military balance in the Eastern Mediterranean:

“Considering the situation of the GKR-Israeli military relations, it is certain that this very powerful air defense system and radar will be one of the most important components of Israel's intelligence network in the Eastern Mediterranean. At the same time, Barak MX is a serious threat to Turkish air and land elements in Cyprus and even the Eastern Mediterranean.”

Honestly if we can place our own systems on the island then the Greeks can to. Also you could just use swarming drones as the distance is not great

If we can use this as advantage, we can learn many things from that radar.
Exactly, Turkey EW, KE and ANKA III can make simulation runs against it and determine 1) the capability of israeli system 2) the platforms own stealth characteristics against a high-end radar system.

If we can use this as advantage, we can learn many things from that radar.
We could already do all of that, Azerbaijan is a user. Knowing things about stuff doesn't make them less threatening. And it's vice versa, they can learn many things via that radar as well; it's very potent.

Meltem flights go over North Cyprus every week, what will we do when these become online and a year later one day they ping a Meltem flight citing it entered the south airspace? This is bad, will force us to move stuff around.

A greater country would nip it in the bud, like the same country did it once in 90s. But nope, this is an ongoing effort for 2-3 years, this is the second third battery being delivered. We don't have the political capital to stop their deployment.

We have EW systems in Cyprus, each time they open ther airdefence systems or lockdown we will do our home work SIGIN. Beside that they will be in the range off simple rocket artillery.

Those systems will collect information and intelligence, watch our Dalaman and Konya Airbases, and will block possible strike routes (unless we strike those systems, which means EU relations goes kaput and Greece might make a move) if things go hot between Israel and Turkiye.
