According to the MaxDefense blog, the delivery of three batteries of Rafael's Spyder ground-based air defense system to the Philippine Air Force will begin as early as 2021. It is even possible that the initial shipment under the project, which includes training and testing equipment and spare parts, will be made during 2020, the blog said. It also estimated that these developments mean that the Air Force is getting closer to having a ground-based air defense missile system to defend critical air bases and other interests.

Israel Defense reported in December 2018, based on a report by the blog, that Rafael won a deal to sell the Spyder air defense system as part of the Horizon 2 program. According to the report, Rafael was selected over rival companies from Germany, South Korea, Russia, India and other countries for the tender. According to the blog, the deal is worth over $141 million.
