"The United States undertakes to exclude further expansion of NATO in an eastern direction, to refuse to admit to the alliance states that were previously part of the Union of Soviet Socialist Republics (USSR)," reads the draft agreement between Russia and the United States on security guarantees.

The document was submitted by the Russian Ministry of Foreign Affairs.

"The United States will not create military bases on the territory of states that were previously part of the USSR and are not members of NATO, use their infrastructure for any military activity, or develop bilateral military cooperation with them," reads the statement.
