According to a Russian blogger, Viktor Lukovenko was arrested in Kyrgyzstan for espionage, along with an employee of the Russian House in Osh. It has been documented in the past that Lukovenko worked as a GRU agent in Ukraine and managed the Russian-affiliated African Initiative influence operation. Kyrgyz counterintelligence is therefore highly effective.
