In The News: Sierra Nevada Corp.’s Underdog Bid For The Next U.S. ‘Doomsday Plane’

AviationWeek.com, August 30th, 2023 - An underdog bid by a midsize private company to take on America’s aircraft and defense giants is starting to take shape in a sparkling new hangar in a desolate corner of the Dayton, Ohio, airport complex.

Sierra Nevada Corp. (SNC) recently cut the ribbon on this 90,000-ft.2 maintenance, repair and overhaul hangar, one of four with a separate 120,000-ft.2 paint facility that the company is planning. The construction is part of a self-funded bid for what would certainly be one of the company’s biggest programs, if SNC can pull it off: The U.S. Air Force’s Survivable Airborne Operations Center (SAOC). The program has a development budget of more than $8 billion over the next five years to replace the Air Force’s aging Boeing 747-based E-4B Nightwatch fleet, also known as the Doomsday Plane.

UK Stratospheric HAPS Project Enters Next Phase

Janes.com, October 2, 2023 - The UK has selected two companies – Sierra Nevada Corporation (SNC) and Airbus subsidiary AALTO – to compete in the second phase of Project Aether, Janes learnt.

Project Aether is a UK Ministry of Defence (MoD) programme that seeks an unmanned stratospheric ultra-persistent communication and intelligence, surveillance, and reconnaissance (ISR) capability or high altitude platform station (HAPS).

The second phase will see SNC's high altitude balloon (HAB) and AALTO's Zephyr 8 fixed-wing higher than air (HTA) aircraft fly in 2024 for a minimum of 30 days in the North America and Atlantic area, a spokesperson from the Aether programme told Janes on 26 September.

The contract, called ATHENA-S, is part of a multi-year, multi-phase effort to move the Army’s fleet of fixed-wing Intelligence, Surveillance, & Reconnaissance aircraft from propeller-driven platforms to converted business jets. The company estimates the total contract value at around $600 million, with multiple options over multiple years.

SNC Successfully Deploys Vindlér™ Satellite Constellation Enabling Advanced LEO Analytics

HERNDON, Va. (Nov. 13, 2023) – SNC today announced the successful launch of its Vindlér satellite constellation. SNC’s Vindlér is designed to detect and geo-locate specific objects from low-Earth orbit (LEO) based on targeted radio frequency (RF) emissions ranging from VHF to L-band. This state-of-the art constellation brings the most accurate RF geolocations to the commercial market, addressing many of today’s pressing challenges. The initial four 6U cubesats are on-orbit and performing as expected.

Vindlér is a commercial data source that can be used to locate emitters of interest throughout the world. It can be used to track dark vessels, GPS jammers and more in support of national security efforts. Each satellite downlinks up to 4GB of data per day and geolocates emitters to within one kilometer.

“SNC is filling in a much-needed gap for space-based, commercial radio frequency data,” said Tim Owings, executive vice president of SNC’s Mission Systems and Technology business area. “This launch is the first phase in a multi-year program that will unlock a wealth of capability for the USG.”

SNC partnered with Spire Global, Inc. (NYSE: SPIR), a global provider of space-based data, analytics and space services, to launch four satellites on SpaceX's Transporter-9 mission via Exolaunch. Successful contact has been made with all four satellites.

“We’re proud to work with SNC to build out its constellation and appreciate their confidence in our team and our Space as a Service offering,” said Frank Frulio, general manager of Space Services, Spire. “Our objective with Spire Space Services is to simplify space and make it accessible for all. With our secure, scalable and proven platform, we are enabling SNC to advance its RF collection capabilities in an efficient, low-risk and cost-effective manner.”

Vindlér Capabilities include:

  • Collect frequencies ranging from VHF to L-band

  • Geolocation datasets with industry leading accuracy

  • Downlink 4GB/satellite daily

  • Low-latency delivery for time-sensitive operations

  • Growing constellation with custom mission payloads

  • Intuitive interface for tasking & analytics

  • RF data catalog with automated ingest

  • Algorithms correlating imagery & RF emissions supporting computer vision requirements

  • Safeguard against RF & GPS interference

Over the next several years, the constellation will grow to more than 20 satellites, all of which will collect additional radio frequency bands and offer intraday revisits.

A pioneer in artificial intelligence and machine learning, SNC brings more than 14 years’ experience developing advanced algorithms, analytics, process automation and leading laboratories to the project.

SNC Wins $554-Million Contract to Modernize U.S. Army’s A-ISR Jets with RAPCON-X™

SPARKS, Nev. (Nov. 14, 2023) – SNC has been awarded a multi-year, $554-million contract to deliver aerial intelligence, surveillance and reconnaissance (A-ISR) jets in support of the Army’s Theater Level High-Altitude Expeditionary Next Aerial–Signals Intelligence (ATHENA-S) project. Currently in production, the RAPCON-X family of systems is the newest addition to SNC’s turnkey, A-ISR-as-a-service model for contractor-owned-contractor-operated (COCO) capabilities – including aircraft, pilot, flight and maintenance operations, and logistics support – that is deployable within just hours.

“We are proud to continue supporting the Army as a prime contractor with forward-thinking solutions that put the warfighter first,” said Tim Owings, executive vice president of SNC’s MST business area. “This award is the direct result of SNC’s commitment to putting ‘skin in the game’ and staying one step ahead by anticipating challenges and innovating solutions years in advance.”

The ATHENA-S project is a critical part of the Army’s “campaign of learning” to familiarize its aviation and intelligence branches with high-altitude sensing operations. It seeks to inform the Army’s aerial surveillance needs until the Army-operated High Accuracy Detection and Exploitation System (HADES) program of record enters service later this decade.

SNC’s RAPCON-X solution is a fully shaped aircraft with a functional mission interior featuring workstations, a galley, lavatories and crew berthing quarters. It is designed using model-based systems engineering (MBSE), creating the ability to rapidly engineer modifications, and utilizes an open architecture for mission systems that significantly reduces the time required to integrate new systems and add capabilities.

To ensure readiness to meet the Army’s deadline, SNC took possession of two RAPCON-X Bombardier Global 6500 jets in 2022, positioning SNC to have both aircraft operational by Q3 2024. The aircraft have been undergoing engineering integration for more than 20 months through SNC’s internal investment channels.

“Our born-digital design process and engineering techniques place RAPCON-X among the most capable and rapidly configurable A-ISR platforms worldwide,” said Owings. “RAPCON-X is a system-of-systems that arrives ready to complete the mission, whenever and wherever the need is, quickly modifying as the battlespace evolves.”

Rapid configurability means the aircraft is swiftly adapted to specific recon missions by quickly switching out on-board equipment to match tactical needs. In its baseline configuration, RAPCON-X is able to collect and process signals intelligence, electro-optical reconnaissance, and ground moving-target signatures using a synthetic aperture radar. SNC will perform work on this contract from its aircraft integration facilities in Hagerstown, Maryland.
