Good to see that Egypt hasn't boycotted France. 
Does not it mean that Egyptian Air Force can strike Dimona, Tel Aviv, Haifa and the rest of potential targets quite easily in Israel?
And take out Arrow-2 and Patriot sites quite easily from a stand off distance? Maybe Egypt should increase its orders of Rafale fighter jets and SCALP cruise missiles to tilt the balance of regional power.
Moreover, Ethiopia is too far away and EAF the Egyptian Air Force has no tanker aircraft that I know of. The target of these missiles are very likely to be Israel more than anybody else.

the distance between the nearest EAF Air Base and the Ethiopian dam is 1400 KMs .... that can be reached through RAFALES, MIG 29 M2 and above all SU-35 .
also they can use body - body air refueling.

1. Scalp-EG can only be used from Rafale fighter jets. Can you integrate Scalp-EG to Mig-29 or Su-30/Su-35/Russian aircrafts ?
This luxury won't be accorded to most countries. Not some of the closest strategic partners will be accorded these luxuries.
Ask the Indians.
Can their Su-30 or Mig-29 fighter jets fire French munitions? Air to Air missiles? Cruise missiles?
Air to Surface missiles?
2. MiG-29 is a very poor aircraft. Its combat record is testimony to its real ability. The combat range is different from and lower than the ferry range of a fighter jet.
The combat range, or combat radius, of a relatively late model F-16 block 50 could be 550 km.
However, its ferry range could be well over 3700 km.
The combat range of a MiG-29, of any variant, is not going to be 1500 km. The approximate distance between Aswan and the Grand Ethiopian Renaissance Dam.
Bear in mind, Ethiopian Air Force, although not the best equipped, still operates Su-27.
Without tanker aircrafts, how many Rafales could Egyptian Air Force send on multiple sorties to Ethiopia, flying over Sudanese air space?
The combat radius of the Rafale is less than 1200 km.
Egypt should be able to send zero Rafale aircrafts on combat mission to bomb Ethiopian GERD dam.
That would be true if Egyptian Air Force has no access to tanker aircrafts or airbases in Sudan or any Ethiopian neighbour.

Ironically, the Royal Saudi Air Force operates more tanker aircrafts and has more and longer-legged fighter aircrafts than the Egyptian Air Force.
Surprisingly, the much smaller countries of UAE and Qatar now both operate longer-legged aircrafts and tanker aircrafts.
Qatari Emiri Airforce will probably have to opt for an off the shelf AEW&C solution, too.
The UAE Air Force operates the Swedish side-looking AEW&C aircrafts.
In effect, the UAE, Qatar and Saudi Arabia are more capable of bombing the Ethiopian dam than the Egyptian Air Force from all the information out in the open.

If egypt was going to do anything it would be with the support of the UAE in my opinion.

Then, you could call it an Emirati operation. Or a joint Emirati-Egyptian operation.
Strictly, the Egyptian Air Force still lacks the means to prevent Ethiopia from pursuing an independent policy on the GERD issue.
