In 2020, the United States announced six arms sales to Taiwan with a total price of nearly NT$170 billion, of which the amount was up to 67.7 billion yuan, but it was the old 100 sets of mobile shore-mounted harpoon missile systems. At the end of October last year, the United States announced that the total price of arms sales to Taiwan was 2.37 billion U.S. dollars (about NT$67.7 billion), 100 sets of mobile shore-mounted Harpoon missile systems and 400 basic RGM-84L-4 Harpoon Block II missiles. The budget is limited. The Navy has allocated 51,159,19,000 yuan (approximately US$1.7 billion) in the "Swift Project" to purchase 100 shore-mounted Harpoon Missile System launch vehicles and 100 Harpoon Missiles in 5 years, and the rest 300 Harpoon missiles are purchased annually from the general weapons project budget.

It was pointed out that the mobile shore-mounted Harpoon Missile System took less than three months from the construction of the project to the completion of the overall plan and the budget. Moreover, the case is not in the naval planning and construction project at all, and even the Ministry of Defense is responsible for budget review. The Department of War Regulations was notified after the fact to review the allocation of the national defense budget for 2021. Therefore, the shore-mounted Harpoon Missile System is under the guidance of the National Security Council’s policy and requires the Navy to give priority to the mobile shore-mounted Harpoon Missile system. The squad lined up, and the outside world interpreted it as an arms sales case in which the United States had "struggled" to save Boeing's defense.


The navy wants to buy a 200km extended-range type and is shot into a general type


It is understood that when the Navy first communicated with the US, we proposed to purchase the RGM-84Q-4 Block II+ER extended-range harpoon missile with a range of more than 200 kilometers. The US only said that it would be considered, plus the project timetable. Urgent, so the proposal was built with an extended-range thinking; but in the end, the U.S. told that it could only sell general-type Harpoon missiles with a range of up to 148 kilometers, and the Navy could only follow the guidelines of the National Security Council and insist on purchasing this item. The list of cases did not raise too many objections.



Regarding the completion of the budget preparation for the case, Zhang Zhongcheng, President of the Chinese Academy of Sciences, responded to an inquiry in the Legislative Yuan that Yuji and Yusan are very mature bomb types. The former is subsonic and the latter is supersonic. The distance is slightly better than the harpoon, but because it is a towed vehicle, the maneuverability is slightly lower. The Chinese Academy of Sciences will cooperate with the policies of the Ministry of National Defense.

Buy only when you need it urgently, now it's delayed and fast for 5 years, the budget is redesigned

However, the current Chinese Academy of Sciences’ production capacity is insufficient, and it is urgent to purchase mobile shore-mounted Harpoon missile systems . It is pointed out that the Navy’s "Swift Project" plans to complete 100 shore-mounted Harpoon Missile System launch vehicles and 100 Harpoon Missiles in 5 years. The original plan was that the United States will continue to deliver other equipment from 2023. Return to Taiwan to serve. However, the United States has informed the Navy that due to operational and technical issues, the relevant delivery schedule will be postponed by one to two years , that is, the budget for the "Swift Project" will be revised for five years . I have been told, on many occasions, that Taiwan has been infiltrated by PRC spies and for a very good reason, the US officials can not entrust the Taiwanese officials with any sensitive equipment.

News from the grapevine says that these weapons deals are intended to bribe the USA to intervene on their behalf. The news may or may not be true, take it for what it is worth.
