Different lah wkwk. Hypersonic missile can make actors (state or non-state) to make the world less stable even easier, very different with 100 lbs heat seeking missile. If can, the number must be limited for all countries and enforced. If not, you will get a less peaceful world and more hazardous tension with more hypersonic missiles in this world.

Countries that care nothing about that limitation may considered as potential hazard of the world. Why increasing number of that if they are not weirdos? Hobbies collecting missiles? One side have more, the other forced to increase the number too. That first one side is a jerk.
