Gimana dengan korban sipil? Yang pasti salah itu kalo warga sipil jadi korban serangan direct atau indiscriminate. Direct itu serangan yang emang tertuju diniatkan untuk nyerang non-kombatan, indiscriminate itu serangan yang gak jelas tertuju kemana, asal aja alias gabut doang.

Gimana dengan warga sipil yang jadi korban dalam serangan yang tertuju ke target kombatan? Yang dipake rule of proportionality. Proporsional gak korban sipil sama military advantage yang didapat? Kalo cuman bunuh satu kroco tapi ada ratusan korban sipil lain, ya jelas gak proporsional atau exessive. Tapi satu orang penting yang punya sejarah terorisme lama yang selama dia hidup selalu makan korban, untuk bunuh dia menyebabkan korban warga sipil puluhan atau lebih, proporsional atau gak ada orang lain yang bisa nilai dan putuskan, hakim ICC kalo bisa.

Edit: Salah satu yang paling banyak korban terluka sama terbunuh non-kombatan nya itu pas bunuh Mohammad Deif

A Navy official explained, “Since all eight new frigates of the large class are fully qualificated and in operation, we decided that it was not necessary to stop operation and make major repairs immediately, so we took preemptive action by investing the Navy's own budget, and discussed the problems that occurred with the Radiation Agency and took legal action against Hanwha Ocean.”

An investigation revealed that Hanwha Ocean, which was responsible for the detail design and construction of class lead ship ROKS Daegu, had used low-strength piping materials that differed from what was stipulated in the design drawings during construction, thus resulting in cracks.

No problems were found during the operation of Daegu after it was built, delivered, and put into service in 2018. However, the cracks and related problems began to manifest about five years later.

Nagapasa class case is the same, no problems found when delivered to TNI AL, not long after that problems start to show up, thus there was Operation Readines Enhancement (ORE) program for the Nagapasa class.

Hanwha Ocean said that a subcontractor had, "arbitrarily used a different pipe material [from] what the design drawings specified, and only realised that there was a problem," after an engine fuel leak had occurred.
DAPA argued that Hanwha Ocean had overall responsibility for the subcontractor's management and construction practices, and so there is no excuse for the defects.

DAPA has demanded that Hanwha Ocean shoulder all repair costs incurred due to the latter's culpability.

The request was initially rejected by Hanwha Ocean, and DAPA announced that it would impose sanctions. In response, Hanwha Ocean relented and agreed to cover the repair costs.

Yes. I'm glad it wasn't a second batch too. DSME did a poor job of managing the business. They needed a customized strategy for Indonesia.
P.S. In this Daegu class issue, it's not just the company, but also DTaQ, which inspects the quality before it is taken over by an organization. So Korea will hold DTaQ responsible as well.

Our major mistake are agree to be an experimental project, unfortunately we are the ones funding

Btw Peru also purchased daegu class and to be build locally, if there is also such defect they can still fix it, as is still very early in the project.
So they won't have problem like ROKN.

Peru didn't buy the daegu class, they bought a model of HHI. The design in question is Hanwha Ocean's (then DSME) design and their model of HHI is irrelevant.
