Just fortify and militarize the place. Honestly, this exercise sounds similar to the sentence "recovery of Hawaii occupied by enemy forces", which is pretty absurd. Hawaii won't be occupied by any foreign military forces, and neither should Natuna. The priority is to make the place unassailable and be strong enough to resist invasion and occupation, to begin with. If Natuna is ever occupied then everyone is doing it wrong.

With all the technological, political, and financial advantages the US has, it's extremely difficult to "defeat" that country in military technology.

This case is especially interesting considering that the US has already mastered hypersonic tech for decades. So even if other countries have fielded hypersonic missiles and claimed superiority over the US, it won't take long for the Americans to "catch up" and even exceed them.

The US does lose on many other grounds other than military technology though. Public healthcare, for instance, or the recent school shooting that God knows when it will end for good, and many more.

Imagine if some hostile countries orchestrated a small scale but occasional school or public shooting that occasionally also killed some military higher-ups.

That could be used for a movie,... or not, since I'm not sure if there are any American movies that use school shootings in their plot.

Conventional ballistic missiles can't perform evasive maneuvers.

As far as we know. But MIRV that contains decoy warheads has already been fielded since the 1970s though.

More or less. Although as far as I know that was the first time anyone put decoys inside an SRBM. Anyway, I don't know if it can also be categorized as MIRV since I have no idea what is the maximum flight altitude of an Iskander missile.

In short, if it's still within earth's atmosphere, according to the definition it shouldn't be called as Multiple Independent Re-entry Vehicle.
