Chief of Army Staff of Bangladesh General SM Shafiuddin Ahmed has returned home today (September 18), wrapping up his official trip to the United States of America.

During his visit, General Shafiuddin attended the "Indo-Pacific Army Chiefs Conference (IPACC)-2021", jointly organised by US Indo-Pacific Command and the Papua New Guinea Defence Force.

On the first day of the three-day long conference, the army chief observed the competency of the 25th Infantry Division of US Army and witnessed a live fire drill conducted by US Army Pacific Command.

On the second of the conference, he attended plenary sessions titled "The Changing Physical Environment of Land Operations'' and "The Evolving Human Environment of Land Operations'' where Chief of Staff of the United States Army General James C. McConville delivered the welcome speech.

Apart from joining the conference, the army chief exchanged views with UK Field Army Commander Lt General Ralph Woods and several senior military officials of different countries.

On the concluding day of the conference, General Shafiuddin held bilateral meeting with General Charles A. Flynn, commanding general of United States Army Pacific.

In addition, he also exchanged views with Chief of Indonesian Army Staff General Andika Perkasa, Army Chief of Staff of South Korea General Nam Yeong-Shin, Assistant Commander-in-Chief of Royal Thai Army General Pornsak Poolsawat, Commander of the Papua New Guinea Defence Force Brigadier General Gilbert Toropo, Chief of Staff Singapore Army Brigadier-General Frederick Choo and Maldives National Defence Force Brigadier-General Hamid Shafiq.

During the meetings, the army chief discussed future plans and the areas of mutual cooperation between Bangladesh and the armies of those countries.

The Chief of Army Staff's visit to the United States is expected to open up new avenues of cooperation between the Indo-Pacific countries and the Bangladesh Army.

WASHINGTON, D.C. — On the sidelines of the United Nations General Assembly meetings, the U.S. Chamber of Commerce’s U.S.-Bangladesh Business Council hosted a Virtual Business Roundtable with Bangladesh Prime Minister Her Excellency Sheikh Hasina and over 30 senior executives from U.S. and Bangladesh business community.

Highlighting the importance for Bangladesh to have a robust trade and investment relationship with the United States, Prime Minister Sheikh Hasina announced that Bangladesh will offer a special economic zone exclusively for American businesses.

The event was presided over by Jay R. Pryor, Vice President of Business Development at Chevron and the Council’s Chair of Board of Directors, and Nisha Biswal, President, U.S.-Bangladesh Business Council and Senior Vice President - South Asia, International Strategy and Global Initiatives at the U.S. Chamber of Commerce.

“We believe that our trade relations can be further strengthened, and we will be obliged to have duty free access and other trade privileges in the US market. We are also ready to commence Free Trade Agreement (FTA) negotiations with the United States at an appropriate time. Bangladesh will also graduate out of LDC status in 2026, and the United States’ support to enhance its global competitiveness and expand its export base will be appreciated,” said Prime Minister Sheikh Hasina. “I am hopeful that the existing two-way trade figure of nine billion U.S. dollars between the two countries will continue to grow. The U.S.-Bangladesh Business Council can play a catalytic role in this regard.”

Jay R. Pryor, Vice President Business Development at Chevron and Board Chair opened the event highlighting, “Improvements in human development, quality of life, life expectancy, infant mortality, literacy and more are all going in a steady pace. In short, Bangladesh is a vibrant and diversified economy with a growth goal of becoming a middle income country. Like any modern growing economy, a supply of reliable, affordable, ever-cleaner energy will play an instrumental role in realizing Bangladesh’s goals. Driving economic opportunity for all is an important step to ensure that development is sustainable and inclusive. Social progress starting with the empowerment of women has also fueled the economic charge of Bangladesh. There is undoubtedly exciting times ahead in Bangladesh. Bangladesh is a true Asian success story.”

U.S.-Bangladesh Business President and Senior Vice President for the U.S. Chamber of Commerce President Nisha Biswal noted “The U.S.-Bangladesh strategic relationship is a priority for both countries and the growing trade and investment flows have created an opportunity to deepen the economic partnership between the two countries.  We know that there is much more that can be done to improve the ease of investing and the ease of doing business but we are bullish on Bangladesh and believe the U.S.-Bangladesh Business Council can help advance economic opportunities that benefit the Bangladeshi people and the American people. The Council and our Board reflect a diversity of industries and businesses ranging from energy and finance to digital economy and healthcare and the retail and RMG sectors.  We see growth across all segments of the economy as we create a stronger commercial and trade dialogue with the government.”

The roundtable — which coincides with Bangladesh’s 50th anniversary of independence and the inaugural engagement with Prime Minister Hasina of the recently launched Council – also featured the launch of the U.S.-Bangladesh Energy Taskforce, co-chaired by Excelerate Energy and General Electric (GE), which will provide recommendations to both governments on the role the private sector can play to strengthen bilateral energy cooperation and development.

The virtual roundtable - supported by Chevron, Excelerate Energy, General Electric, MetLife and Visa - convened high-level Bangladesh government officials as well as major U.S. and Bangladeshi companies across sectors like energy, financial services, manufacturing, food and beverage, aerospace and defense, agriculture, healthcare, water, and supply chain as well as major Bangladeshi business associations.

Prime Minister Sheikh Hasina inaugurated the newly constructed "Bangladesh House" at Maryland in the US.

She opened the house at 4:30pm on Wednesday (local time), said a press release received here this morning signed by PM's Press Secretary Ihsanul Karim.

The Prime Minister also took part in a prayer after inaugurating the "Bangladesh House".

She earlier planted a sapling at the premises.

Foreign Minister Dr AK Abdul Momen, Foreign Secretary Masud Bin Momen, and Bangladesh Ambassador to the USA M Shahidul Islam, among others, were present.

The Prime Minister reached New York on September 19 to attend the 76th United Nations General Assembly (UNGA).

US Department of Agriculture (USDA) today launched a $27 million project to support the government to expand cross border trade in agricultural goods by simplifying and automating import and export processes and improve capacity of laboratories and warehouses.

The five-year scheme, Bangladesh Trade Facilitation Project, also aims to work on fostering private and public investment in cold storages facilities and temperature controlled logistics to make international trade of agricultural products more efficient.

Land O'Lakes Venture37, a US-based not-for-profit economic and agricultural development organisation, will implement the project to end in September 2025.

"The goal is to increase Bangladesh's ability to expand and diversify its exports, ensure safety and quality of imported food items, and to improve its institutional systems for agricultural trade," said Commerce Minister Tipu Munshi at the launch of the project at hotel InterContinental Dhaka.

US Ambassador to Bangladesh Earl R Miller said, "This project will facilitate and incentivise investment, construction, and the operation of new cold storage facilities to improve and expand on Bangladesh's refrigerated logistics network."

Eyes of the world's investors are on Chattogram as there are immense possibilities and fields for investment in the port city, Earl R. Miller, the US Ambassador to Bangladesh said on Wednesday.

"The United States is also interested in investing in Chittagong. The next steps will be taken after investing and feasibility study, especially in education, health, ICT and tourism," the ambassador said following a meeting with Chattogram City Mayor Rezaul Karim in the commercial capital of the country.

"We believe that Chattogram will soon be integrated as an effective link of regional and global connectivity in the way big projects have been implemented and are being implemented."

"If participation of the world's major economic powers is ensured in all the economic zones that have developed here, its positive impact will be reflected not only in Bangladesh, but globally."

He also discussed the Rohingya and Covid-19 situation of Chattogram with the city mayor.

City Mayor Rezaul Karim said that the Karnaphuli tunnel will be a game changer for the tourism and economic situation of Chattogram.

There are already signs of massive industrialisation at Mirsharai, Anwara and other parts of South Chattogram because of the tunnel, he noted.

"Now our biggest responsibility is to create a favourable environment for domestic and foreign investment. This requires the support and participation of global economic powers, "the mayor added.

The United States is now looking to enhance its stake in cotton exports to Bangladesh, the world's second largest importer of this key clothing raw material.

To strengthen the US foothold in Bangladesh's market, US exporters and their representatives put an emphasis on resolving issues, such as the obligation to fumigate US cotton after imports, not being able to send cotton-laden ships directly to Bangladesh in the absence of a deep seaport, a hike in shipping costs and other logistics costs.

A three-member delegation from Cotton Council International (CCI), a non-profit trade platform that promotes US cotton, is currently visiting Bangladesh as part of the country's effort to further increase the US cotton export to Bangladesh.

During the visit, they met with representatives of spinning mill owners and leaders of Bangladesh Textile Mills Association (BTMA).

In the meantime, after the meeting with the CCI delegation on Tuesday, BTMA President Mohammad Ali Khokon told The Business Standard, "We have unofficially demanded that US-cotton made garments be given duty-free access to the country's market."

"We also requested them to send cotton directly from transshipment ports, such as Sri Lanka, Malaysia or Singapore. In this way, we can get shipments within 30 days," he added.

Talking to the media at a city hotel, William R Bettendorf, director of supply chain and marketing for South and Southeast Asia of CCI, said Bangladesh's spinning industry is heavily dependent on imported cotton. The US cotton export witnessed a 40% year-on-year growth in FY21.

In FY20, Bangladesh imported 8.2 million bales of cotton from the global market, of which, o.83 million of bales came from the US market.

According to CCI representatives, in FY21, the country imported around 1.15 million bales, which accounted for around 14% of its total imports.

Many factories are now making new investments in setting up spinning facilities because of growing demand for yarns in Bangladesh, leading to the inclusion of about two million new spindles to the existing production capacity in the next two years, according to the BTMA.

So, the country will have to import an additional 2 million bales of cotton.

Talking about the reasons for the increase in Bangladesh's US cotton imports, Bettendorf said mills and manufacturers in Bangladesh trust US cotton because of its quality, sustainability, transparency, innovation and value.

"Every bale is tested, quality is guaranteed, and our cotton provides a better spinning consistency," he noted.

The US representative also said there is no deep sea port in Bangladesh, which is greatly affecting Bangladesh's apparel industry.

As there is a delay in receiving products, action plans get stuck. The fumigation process is also there that takes three days. Besides, there are many issues that Bangladesh can only solve, Bettendorf pointed out.

Fumigation is the process of disinfecting or purifying an area with the fumes of certain chemicals. Cotton-carrying containers from the US have to be fumigated at the port for a specified period of time, which industry people think is giving a rise to spending.

The delegation also included Wesley Rentz, senior director at Southeast Cotton operation, Joerg Bauersachs, head of CCI Technical Service and Ali Arsalan, country representative at Cotton USA.



The United States has donated 18 trucks to help Bangladesh establish a dedicated fleet of specialised cold-chain vehicles to deliver Covid-19 vaccines across the country, reports UNB.

US acting deputy chief of mission (DCM), William Dowers and US Agency for International Development (USAID) mission director, Kathryn Stevens handed over the brand new freezer trucks to health and family welfare minister Zahid Maleque as part of the ongoing US support to the Covid-19 vaccination campaign in Bangladesh.

USAID purchased four trucks on the local market with an additional 14 vehicles to arrive in the coming months, said the US Embassy in Dhaka.

The total US government Covid-19 assistance to Bangladesh exceeds $121 million. USAID partnered with the International Federation of the Red Cross and Red Crescent (IFRC) and Bangladesh Red Crescent Society, the agencies that will oversee the procurement of these vehicles and support the Ministry of Health and Family Welfare to roll out Covid-19 vaccinations across the country.

“We hope to sustain the impressive momentum Bangladesh has made in turning the tide against the pandemic. Through our work, we are helping to get more people vaccinated so they can protect themselves and their loved ones, and return to more normal lives,” said acting DCM Dowers.

The US government has donated 15 million doses of Covid-19 vaccines and contributed over $121 million to fight the pandemic through USAID, the US Department of Defence, the US Department of State, and the US Centres for Disease Control and Prevention.

This assistance has saved lives and treated individuals infected with Covid-19, supported the national vaccination campaign, strengthened testing capacity and monitoring, enhanced case management and infection prevention and control practices, and improved the supply chain and logistics management systems.
The US support also protects front line workers and increases the public’s knowledge about Covid-19, including ways to protect themselves.

The United States has donated $4 billion to support the worldwide COVAX effort, which includes support for ultra-cold chain storage, transportation, and safe handling of Covid-19 vaccines, making the United States the world’s largest donor for equitable global Covid-19 vaccine access.

The Ministry of Commerce and the United States Department of Agriculture funded Bangladesh Trade Facilitation Project today signed a Memorandum of Understanding (MoU) to improve the processes for importing and exporting foods and agricultural goods.

Md. Hafizur Rahman, Director-General (Additional Secretary), WTO Cell, Ministry of Commerce, and Michael J Parr, Country Director Land O'Lakes Venture37 and Project Director, Bangladesh Trade Facilitation Project, signed the MoU on behalf of their respective agencies, said a press release.

Commerce Secretary Tapan Kanti Ghosh was present at the signing ceremony as the chief guest.

Speaking on the occasion, Tapan thanked the US government for responding to the government of Bangladesh's request to WTO to assist the government agencies and private sector in addressing the challenges in trade facilitation.

He applauded the comprehensiveness of the offered technical assistance and expected that the assistance for regulatory reform, laboratory testing service improvement and automation, increased transparency in trade information, and managing perishable food and agricultural goods would result in a facilitated trade environment in Bangladesh.

The Commerce Secretary, however, emphasized the effective implementation of project activities by counterpart agencies and expected that this project would help Bangladesh accumulate strength to address any challenges after graduation from LDC status in 2026.

Dhaka Power Distribution Company Limited (DPDC) has signed a deal with USA-based NKSoft Corporation to improve the electricity supply in Dhaka by modernising the distribution system.

In this regard, DPDC and NKSoft signed a contract on Tuesday (23 November) at capital Biddut Bhaban. The estimated cost of the contract is around $2.07million.

NKSoft Corporation Managing Director John Chowdhury and DPDC Company Secretary Md Asaduzzaman signed the contract on behalf of their respective organisations.

Under the agreement, NKSoft KEMA consulting will assist DPDC to modernise five 33/11kv sub-stations in its distribution systems on a pilot basis. The sub-stations are - Satmosjid 33/11kv, Jigatola 33/11kv, Greenroad 33/11kv, Asadgate 33/11kv and Lalmatia 33/11kv stations.

NKSoft will also assist DPDC to develop a long-term grid modernisation strategy and assist in selecting and implementing projects which will help reduce outages, improve the reliability of the electric grid, improve the ability to integrate renewable energy, and better manage the electric assets.

DPDC Managing Director Bikash Dewan, Executive Directors Md Golam Mostafa, Md Geas Uddin Joarder, Adullah Noman, NKSoft Director Faruq Sobhan, and representatives of principle consultant Marco Teles were present inthe contract signing ceremony.

Foreign Minister AK Abdul Momen urged the United States to lift import duties on Bangladeshi readymade garments, produced from cotton imported from the USA.

He also called for increased and diversified US investment in Bangladesh.

About 14% of the total local demand for cotton in the garment industry is met by imports from the US, and the US is the main export market for garments produced from cotton. However, in the case of RMG exports to the US, the tariff is up to 56%.

Momen thanked the USA for providing corona vaccines and assistance in the Rohingya issue.

"In recent days, we are facing difficulties in getting vaccines. Initially, the US gave us 5.5 million covid-19 vaccines, and they have committed to provide a further 29 million doses," he said while addressing a programme held on the occasion of the 25th anniversary ceremony of the American Chamber Of Commerce in Bangladesh on Thursday.

The foreign minister said, "The USA makes the largest foreign direct investment in BD, which is about 25% of total foreign investment. Mostly, they are investing in energy sectors. But, it is the time for the USA to diversify investment."

The event was held at the Grand Ballroom of Hotel Intercontinental and was presided over by Amcham President Sayed Ershad Ahmed.

At this event, 10 organisations were awarded the CSR Excellence Award 2021. Citibank NA, Coca-Cola and Standard Chartered Bank were awarded the Top CSR Excellence Award.

At the event, US Ambassador to Bangladesh Earl R Miller laid emphasis on transparency in tenders and equitable treatment of all businesses.

He said, "The volume of business between Bangladesh and USA has increased by 500% in 25 years. Earlier, the trade between the two countries was mainly readymade garments, but now agricultural products and machinery have been added."

He said the US export to Bangladesh was $2.3 billion in 2019, which decreased significantly in 2020 due to Covid-19. But the two way trade is growing again, in the first nine months of this year it increased by 33% compared to the same period of the last year.

"The USA is number one in making foreign direct investment but there is opportunity to increase it further. To increase the US FDI in Bangladesh, AmCham can play a vital role," said Salman F Rahman, economic adviser to the prime minister.

He said, "The country's economy has improved a lot in the last 12 years. The development of the power sector has played a big role in the growth of businesses in different sectors of the country. The economy has diversified and people's purchasing capacity has increased."

"The next step after LDC graduation is very important. We will get stuck in the middle income trap if proper action is not taken. Many countries have not been able to advance to the next level due to this trap after LDC graduation," he added.

US Ambassador to Bangladesh Earl R Miller on Thursday laid emphasis on increased transparency in government tenders, fair and equitable treatment of all businesses.

He also stressed the importance of adherence to laws guiding business activities and protecting against the excesses which undermine the social good.

“AmCham and the (US) Embassy share a goal of an improved business climate to encourage investment and development,” Ambassador Miller said.

The US envoy was addressing a function marking the 25th anniversary of the American Chamber of Commerce in Bangladesh (AmCham Bangladesh) at a city hotel.

Foreign Minister Dr AK Abdul Momen, Prime Minister’s Private Sector Industry and Investment Adviser Salman F Rahman and AmCham President Syed Ershad Ahmed also spoke at the event.

Ambassador Miller said the value of total trade between the United States and Bangladesh was $7.9 billion in 2020 and 25 years ago it was $1.6 billion.

“That’s a 500% increase,” he said, adding that 25 years ago, the trade between the United States and Bangladesh was principally readymade garments going to the US and agricultural products and machinery coming back.

Bangladesh still sends the United States plenty of garments, and the US does robust trade in agricultural goods, Miller said.

The products coming now from the United States also includes locomotives, commercial aircraft, power generation equipment, and river dredges, in addition to start-up investments for dynamic Bangladeshi tech companies, financial services powering online shopping, and social media connecting Bangladesh to the world.

US exports to Bangladesh were worth $2.3 billion in 2019, a value that took a hit in 2020 due to Covid.

“But the two-way trade is again growing, with a total value in the first nine months of this year 33% greater than that same period last year,” said the US envoy.

Miller said holding in person the US Trade Show in March will be another important signal of their return to normality. The Embassy will be a partner with AmCham in this event.

“We believe international trade is not only an economic driver, it also expands cultural understanding and a peaceful, secure coexistence,” said the US envoy.

He said AmCham offers what Bangladesh needs - a clear and impartial voice advocating for an improved business environment, transparent decision making, and a level playing field where success is built on the merit of an idea, not insider connections.

The closing ceremony of the joint training exercise 'Exercise Tiger Shark-38' between Bangladesh Navy and the United States Navy was held at Banauja Nirvik in Chattogram on Thursday (December 2).

Rear Admiral M Mozammel Haque, Regional Commander of Chittagong Naval Area was present on the closing ceremony of the exercise as the chief guest, said an ISPR press release. In addition, selected representatives from the USA Embassy in Dhaka took part in the exercise. Among others, officers of the Armed Forces Division, Army, Navy and Chittagong Naval Area and invited guests were present on the occasion. Special forces from Bangladesh Army, Navy and USA participated in the training exercise under the management of Commodore SWADS Command. The training exercise was kicked off on November 8. The main objective of this joint training exercise was to develop the existing good relations between the United States and Bangladesh Navy as well as to increase the technical capabilities of the navies of both the countries and to acquire theoretical and practical knowledge on advanced technology.​
