South Korea and Indonesia reached an agreement Wednesday on the payment Indonesia would have to make for their joint fighter jet project after concerns for months that Jakarta could default on the deal to produce a cheaper, less-stealthy alternative to the US-made F-35.

The KF-21 program -- in which Indonesia seeks a 20 percent share and technology know-how while Korea holds the rest -- aims to mass produce jets as early as 2027, but the Southeast Asian nation had hardly paid its contributions to the project worth at least 8 trillion won ($6.7 billion).

A COVID-hit local economy was reportedly one of the reasons behind the delay, though Seoul denied that Jakarta had asked it to either cut its burden in half or approve a loan for its contributions and help build local production lines.

“Indonesia will make payments over the next five years until 2026, and thirty percent of that would be in-kind transfers,” South Korea’s Defense Acquisition Program Administration said, without elaborating.

The arms procurement agency said the two countries will discuss what goods or assets to use instead of cash at a separate meeting later, with one DAPA official saying they could involve natural resources.

In April, President Moon Jae-in hailed the prototype of the KF-21, known as Boramae, as the backbone of the Air Force that marks a new era of a more self-reliant military, at the unveiling ceremony.

The project, first conceived in 2001, gained traction in 2010 when Indonesia agreed to shoulder costs in exchange for technology transfer. But South Korea had since faced difficulties in securing key software from the US for its 4.5-generation warplanes, and payments from Indonesia.

Seoul had repeatedly played down rumors that Jakarta could walk off, saying a pullout would not affect the program. Korea expects to produce 120 jets, while Indonesia is responsible for making 48 jets and is given one prototype along with the technology know-how.

“We have a separate routine, so what we make here goes to our storage and what Indonesians build there goes to theirs,” a DAPA official said, though he declined to confirm the exact number of jets scheduled for production for security reasons.

The weapons buyer said 32 Indonesian workers are currently working here alongside Korean engineers, and the number will hit 100 by December. Indonesia represents Southeast Asia’s largest defense market.

Negotiation about technology do exist. It is not whether we dont get TOT in the past, we do, especially from Korean technology and experience, not critical technology coming from US to South Korea. Needs to be stressed here that Korea gets US technology because of they buy many F 35, it is part of the deal of the Korean F35 order and also related to their strategic cooperation with LM since long time ago (including as big LM customer) and of course strategic partnership with US government.

The negotiation related about TOT is about getting more TOT and I think once the deal is reached on payment, then the issue related to TOT will likely be part of the deal as well. This is sensitive issue and I dont think media is allowed to get it.

I think F 16 V deal will make it much easier since we are dealing with Lockheed Martin. Any way, as plan we will have Defense holding SOE in the end of 2021, most probably in December 2021 if all of the legal process is completed.

There will be 800 billion IDR to be injected into the holding. This comes from SAL (sisa anggaran) and equity conversion from one of SOE bank ( still gov will keep the equity still reach at least 52 % ). I hope some amount of it will be for IFX production facility since we need to have it now.

We have to wait whether another PMN will be announced by SMI in Desember as we have quite huge surplus due to increase oil, gas, and other commodities price. I hope PTDI will get it.

Yup we can pay in IDR to Indonesian producer and give it to Korea to pay KF21/IFX payment. Even Gold and chopper can be another option as well. Government has 51 % stake in PT Freeport Indonesia, 20 % stake in PT Vale Indonesia, and of course PT ANTAM produce Gold as well.

I dont understand with Ananda in other forum keep criticizing KF21/IFX program even until now. He talks about the gradual payment until 2026 as something that is seen as negative. Well the payment is paid gradually until 2026 is already a deal made in 2015. It is not a new thing.

It is a R&D program by the way, not ordering some planes directly. When R%D is conducted within 10 years span for instant, then the financial contribution will be paid in yearly basis. KF 21/IFX program is planned to be completed in 2026, then the last payment will be in 2026 (inshaAllah).

Regardless the type of weapons and their quantity, one only need to take a glance at both aircraft to see that the performance penalty in a fully loaded F-16V like in the picture is far greater compared to a fully loaded F-15E series with the same loadout.

The State Department is mulling the sale of armed drones to Indonesia, but concerns over human rights abuses and the country’s past purchases of Russian equipment have set off a debate inside the Biden administration over approving the move, according to government and defense industry officials.

The Indonesian government wants a new package of armed drones as it modernizes its fleet of aging fighter planes, though the country has cast a wide and tangled net as it claims to be considering new planes from Russia, South Korea, France and the United States.

Jakarta's request to purchase armed MQ-1C Gray Eagle drones, which was confirmed by three people both in government and with ties to the defense industry, comes as Washington is also considering selling Qatar four MQ-9B Predator drones. The proposed sale to Qatar was first reported by the Wall Street Journal, but the debate over selling armed drones to Indonesia has not previously been reported.
