It's probably like Israeli UAV specs - that's the max altitude with no optics or weapons, quarter fuel fraction and flying with the wind, and then rounded up to the nearest 5k. Turkish UAV specs tend to be more realistic because they're based on TSK's requirements. That's how Baykar and TAI can show videos proving the specced performance.
You’re right. The MQ-9 for example can reach 50k feet but in clear configuration. But fully loaded it usually operates near 30k feet.
