I thought it wasn't just reclamation of the land but primary reason was constructing a sea-wall to keep sea-level lower in the bay, since Jakarta is sinking and to prevent from certain regions from flooding.Jakarta reclamation projects is going on, the Governor can't be trusted for whatever he is doing

Jakarta-Bandung High speed rail project resumes, it was earlier halted for some reasons. The concerns about the price tag, and possible set off the cost.
It is acceptable for this project to take long time, since Jakarta -Bandung route is a mountainous area and Tunnels and bridges are being constructed.
Bandung-Surabaya (linking Jakarta to Surabaya) High speed rail project was considered in collaboration with Chinese, later Japanese was interested in and now probably will be built in collaboration with Japanese.

The plan is for medium speed (250 km) and currently INKA and BPPT (Gov Research Agency) is developing a prototype and it is planned to be ready in 2024.

Then if the issue is going to be resolved, why to relocate capital and ministries?Instead of doing it in bulk like before, the sly head Anies keep announcing piece meal reclamation projects, now he is put Governor order for Pantai Ancol reclamation. As previous Governor Ahok said, Anies can said anything on his campaign but eventually he will be forced to do the same with what Ahok and Jokowi done before as actually Jakarta fundamental problem is still stay the same and the answer is always the same

The deal was already signed, it makes sense INKA to build train sets from Japan, but handling the entire project? I doubt it.

My doubts were not for normal-speed trains and railways,but medium-high speed ones , and it wasn't for financial but technical difficulties.I think it is still in LOI not yet an effective contract, there is survey being conducted first. With this pandemic and national airline companies get under pressure that is expected until 2024, I bet gov doesnt have much urge to build the route until 2024.
State owned companies have created rail way consortium and has won rail way project in Laos-Vietnam. I believe they have financial capabilities to do Jakarta-Surabaya medium speed rail way as well and with the experience taken from HSR project for Jakarta-Bandung route, they surely have technical ability to do medium speed project
The main reason of capital relocation is not due to sinking problem, it is more about changing Java centrist development into more balanced development through out Indonesia. Just Western and Singapore media that love to use the sinking problem as reason for relocation just to have some opportunity to make Indonesia look bad world wide.Then if the issue is going to be resolved, why to relocate capital and ministries?
Jokowi himself pointed out natural disaster history of Jakarta, and said the Kalimantan was safe from those, thus a safe home for the new capital. He also mentioned the sinking problem in between of his speech alongside with global warming and increase in sea-level, and also pointed out the heavy burden on Jakarta in terms of human flow, but i don't think moving capital will resolve the burden on Jakarta.The main reason of capital relocation is not due to sinking problem, it is more about changing Java centrist development into more balanced development through out Indonesia. Sinking problem in Jakarta is not too severe though, only tiny part in North Jakarta get the effect. if local government have more seriousness to ban businesses (offices/ towers) to get water directly from the Jakarta soil and fix water pipe problem (severe leak problem due to old pipe) then I believe part of the problem could be solved inshaAllah.
The other part of problem could be solved with more harsh measure by entirely banning any one to get water from Jakarta soil and must rely on water from pipe that get the supply from river, it can be taken if the problem becomes more serious. And any houses in Jakarta should be obligated to have garden to make the soil can absorb water during the rain that in the end will build up water reservoir inside Jakarta soil to prevent sinking.
More lands should also be bought by local government to free up some space and make little forest just like what we can see in Kuala Lumpur, so that more water can enter Jakarta soil instead of being dumped into the sea during the rain. People should live in apartment instead.
