I hope with some organization to arrange our procurement policy, directing triple Helix cooperation in research and acquisition of new technology those kind of "incident" can be minimized.

Im with you on this but its a very long shot to aim at for now. Its not that current or previous govt not knowing of whats been going on, but they need political support from TNI and regulating that = shooting your self on the foot, same goes with Polri. To overcome that, one of the way is to double if not triple their take home pay and 100% fulfill their operational and harwat request.

We can limit what they buy by introducing our own made truck, double cabin, SUV etc by doing R&D or mix and match our local industry with overseas one. What happen now as you know it is the representative/agent/local partner of overseas Industry is only a paper company. On the other note there are some local armoured/karoseri/automotive industry who dont have access to proper overseas partner to work with and expand their company to gain more market, technology, know how, etc. I think this is the way we can "safely" take down the issue by limiting them to buy asset that already manufactured/assembly here.

Jakarta, CNBC Indonesia - Kementerian Badan Usaha Milik Negara (BUMN) bakal menjadikan PT LEN (Persero) bakal menjadi induk dari holding perusahaan pertahanan pemerintah. Pembentukan holding ini bakal bekerja sama dengan Kementerian Pertahanan disertai dengan penentuan road map holding ini ke depan.


Menteri BUMN Erick Thohir mengatakan selain untuk memproduksi alat-alat pertahanan, menjadikan LEN sebagai induk holding juga lantaran untuk memperkuat teknologi informasi dari perusahaan dan produk-produk pertahanan yang dikeluarkan. Ia mengibaratkan LEN sebagai jet tempur canggih siluman F-35 buatan Amerika Serikat (AS).

"Makanya LEN jadi holding, itu otaknya. Teknologi IT itu, proteksinya lebih terbuka daripada hardware, tank titik titik, lisensinya gini. Nah, kayak F-35 (Jet Tempur Siluman) itu kekuatannya di otak. F35 bisa mapping radar dan peluru kendali di satu titik. Jadi bukan perang senjata. Tapi perang teknologi IT-nya," kata Erick saat rapat kerja dengan Komisi VI DPR RI, Senin (30/11/2020).

Selain itu, sinergi yang akan dilakukan dengan kementerian yang dipimpin Prabowo Subianto ini seperti melakukan pemesanan alat pertahanan dalam jangka panjang sehingga perusahaan-perusahaan bisa melakukan investasi untuk pengadaan alat-alat produksi.

"Misalnya,order peluru misalnya selama 10 tahun, kan bisa diadakan propeler-nya. Swasta bisa masuk kan. Ini bisa menjadi persaingan terbuka juga untuk upgrade industri pertahanan," terangnya.

Perusahaan-perusahaan yang masuk dalam holding ini selain LEN adalah PT Pindad (Persero), PT Dirgantara Indonesia (Persero), PT PAL (Persero) dan PT Dahana (Persero).

Dalam jangka panjang, holding ini nantinya akan memiliki divisi research & development yang nantinya akan ditujukan pengembangan jangka panjang.

Hal paling utama yang perlu dilakukan adalah pengelolaan keuangan yang tepat, terutama untuk produk-produk capital intensive dengan menggunakan mekanisme kontrak.

Surely Indonesia would have more to gain from deepening cooperation with Turkey. Especially considering how Turkey grew her arms industry in times where hidden embargos we're being implemented.

Would I be wrong to think that selling/leasing shipyard to Turkish company that produces for TN would/could be the first step in growing domestic capability of shipbuilding ?

JV type ownership, but where the design and ship and numbers to be acquired have already settled.

Even the danish Iver class is offered with the thought of cashing in on the license building. But you won't have a capable shipyard afterwards, as I understand the expertise is going to be delivered from Denmark.

Too late as only PT DI involved on the project since the beginning, we can't bargaining more

Offer local production with promotions & tax reductions to foreigner electronics manufacturer (or the JV which will be established with Indonesian company) so they can establish a factory in Indonesia, offer their products for lower prices and use as service centers to cut prices down around in SEA.

This is big step, and this is what I mean as well putting "Holding entity" over our various state R&D center such as BPPT, LAPAN, LIPI, etc. This will make cordination between/among them easier, and cordination between kelembagaan/kementrian is one big obstacle we have to take down first.

But lets not be like those people who think that having ToT will make us able to build fighter, missiles, etc. Without doing proper R&D those ToT might end up in a shelf, just like what Cromwell said before. It prolly shows even with good ToT our side is sometime not ready to absorb the technology.

Being said that I still think PT.LEN even as holding company wont be able to afford proper R&D funding. State budget must be avaiable to do it and I strongly think R&D funding should only be apply to R&D Center that consist of those names above as one entity. SOE should focus more on R&D aiming towards production capacity, capability and efficiency. Let the "professionals" do the job in R&D sectors and feed those bright Engineer a project that could make them shine. Once its done then SOE can just "Petik" the result and make it applicable to their production line.

Lastly dont put more burden to Kemenhan budget for R&D, make another post in State Budget to accomodate it.

I've heard if there is arise need for further funding for Research and Development for the holding and they can't met the budget through internal funds, they can be acquire through Penyertaan Modal Negara for certain special alocation budget, sure those must through proposal process and discern of Parliament agreement and the party must be responsible for transparent accounting policy.

First - Any budget going thru Parliament will carry political burden and political implication. Specially here in our beloved country. Direct or indirect interverence is to be expected. So altho it might look good on paper I dont think realistically its the right thing to do. Keep in mind that SOE is owned by Kemenkeu but run by Kementrian BUMN, that alone shows two heads leading a company. You selling assets? need kemenkeu approval and it takes time making the company itself not agile. When SOE company suffer heavy lost kemenkeu take the hit while Kementrian BUMN prolly just gonna say "sowy didnt see that coming", where practically they are the one who is running the show

AFAIK, SOE was under Kemenkeu - it didnt work. So we put them under Kementrian BUMN - it doesnt look promising. Im starting to think we might as well sell them all and just keep those that involve Public Service Obligation or strategic project. Govt should stop trying to make money from SOE, it just wont work.

Secondly - By doing that we going to kill the competition thus sidelining our own private industry. Even if the R&D is succesful who is going to be able to compete with them? Holding that consist of LEN, PAL, PINDAD, DI on paper they have everything including endless support from state budget, any private company would rather avoid going head to head with them just like today. This is one of the reason I would prefer the budget going to the right lembaga.
